About this file

This document is a Business License Requirements Form issued by the City of Little Rock Treasury Management Division outlining licensing obligations for businesses conducting work within the city limits. The City of Little Rock requires all businesses with a physical location in the municipality to obtain a business license for each location. Businesses based in other Arkansas cities are subject to their home jurisdiction's licensing requirements; if that jurisdiction does not require a license, the business must obtain one from Little Rock unless it holds a comparable license from another Arkansas city. Out-of-state businesses without physical locations in Arkansas must obtain a Little Rock business license unless they already hold a comparable license from another Arkansas city. Notably, out-of-state businesses are exempt from licensing requirements when merely bidding on City of Little Rock purchasing proposals and only require licensing if they establish a permanent location within the city limits upon winning a contract. Non-profit organizations are entirely exempt from business license requirements.

The licensing validity and appropriateness are determined by the City of Little Rock Treasury Management Division, which ensures that any licenses provided are classified comparably to the type of work being conducted within the city. For questions regarding these requirements, businesses should contact the Treasury Division, with Scott Massanelli serving as the Treasury Manager. The document provides no information regarding licensing fees, renewal timelines, or specific application procedures, directing interested parties to the City of Little Rock's Finance Department website for additional details.

City of Little Rock Business Licenses Requirements

The City of Little Rock Treasury Management Division will determine validity of all business licenses.

If a business has a physical location in Little Rock, they are required to have a business license for each location.

If a business is based in another city in Arkansas, that city has jurisdiction over the business. If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.

If the business is an out-of-state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another city in Arkansas, in which case we will honor that license.

Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.

An out-of-state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out-of-state company wins a bid from the city, they would only be required to obtain a business license if they set up a permanent location in the city limits of Little Rock for the duration of the project.

A Non-Profit Organization is exempt from having to obtain a business license.
