About this file

This is a Business License Requirements Form issued by the City of Little Rock Treasury Management Division establishing licensing requirements for businesses operating within the city jurisdiction. The document outlines licensing obligations based on business location and origin. Businesses with physical locations in Little Rock are required to obtain a business license for each location. In-state businesses based in other Arkansas cities are subject to their home city's licensing requirements; if their home city does not require a license, they must obtain one from Little Rock unless they already hold a license from another Arkansas municipality. Out-of-state businesses without physical locations in Arkansas must obtain a Little Rock business license unless they already possess one from another Arkansas city. Notably, out-of-state businesses bidding on Little Rock purchasing proposals do not require a business license solely to submit bids; however, if they win a contract and establish a permanent location within city limits for the project duration, they must obtain a license at that time. Non-profit organizations are exempt from business licensing requirements.

All business licenses must be valid and approved by the City of Little Rock Treasury Management Division, and any licenses presented by applicants must be classified appropriately for the type of work to be conducted in the city. For additional information regarding business license requirements, interested parties should contact Scott Massanelli, Treasury Manager, at the City of Little Rock Finance Department Treasury Division, or visit the city's official website at https://www.littlerock.gov/city-administration/city-departments/finance/divisions/treasury/.

City of Little Rock Business Licenses Requirements

The City of Little Rock Treasury Management Division will determine validity of all business licenses.

If a business has a physical location in Little Rock, they are required to have a business license for each location.

If a business is based in another city in Arkansas, that city has jurisdiction over the business. If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.

If the business is an out-of-state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another city in Arkansas, in which case we will honor that license.

Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.

An out-of-state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out-of-state company wins a bid from the city, they would only be required to obtain a business license if they set up a permanent location in the city limits of Little Rock for the duration of the project.

A Non-Profit Organization is exempt from having to obtain a business license.
