About this file
This is a Combined Certifications for Contracting document issued by the City of Little Rock, Arkansas Finance and Procurement Department that establishes mandatory vendor certification requirements for all contractors entering into agreements with the city. The certifications are tiered based on contract value and require contractors to affirm compliance with three specific Arkansas state laws: the Israel Boycott Restriction (applicable to contracts valued at $1,000 or greater), the Illegal Immigrant Restriction (applicable to contracts valued at $25,000 or greater), and the Energy, Fossil Fuel, Firearms, and Ammunition Industries Boycott Restriction (applicable to contracts valued at $75,000 or greater). By executing the form, contractors certify they do not currently engage in and will not participate in boycotts of Israel or the specified industries, and that they do not knowingly employ or contract with illegal immigrants.
Contractors must sign and date the certification form, providing their company name and vendor number if previously assigned by the city. The certifications bind the contractor for the entire aggregate term of the contract and serve as a prerequisite for contract award. This document applies to the RFSQ #218428 for Bond Underwriter or Placement Agent Services, meaning any vendor submitting a proposal must complete and submit the certification form in accordance with the applicable contract value thresholds established under Arkansas Code Annotated sections 25-1-503, 19-11-105, and 25-1-1102.
