About this file

This is a Business License Requirements Form issued by the City of Little Rock Treasury Management Division establishing licensing requirements for businesses conducting work within the city. The City of Little Rock has jurisdiction over business licensing for entities operating within city limits. Businesses with physical locations in Little Rock are required to obtain a business license for each location. Businesses based in other Arkansas cities must comply with their home city's licensing requirements; if that city requires a license, Little Rock will honor it. Out-of-state businesses without Arkansas physical locations must obtain a Little Rock business license unless they already hold a comparable license from another Arkansas city. However, out-of-state businesses do not need to obtain a Little Rock business license solely to bid on city purchasing proposals; a license is only required if the business establishes a permanent location in Little Rock for the project duration following contract award. Non-profit organizations are exempt from business licensing requirements.

The licensing requirements apply to the Invitation to Quote for carpentry services at 2000 S. Valmar Street in Arkansas. All bidders must be authorized to conduct business in the State of Arkansas and qualified to provide the requested carpentry services. The Treasury Management Division retains authority to determine the validity of all submitted business licenses and verify that any licenses provided are for a classification comparable to the work being performed in Little Rock. For additional information regarding business licensing requirements, interested parties should contact Scott Massanelli, Treasury Manager, at the City of Little Rock Finance Department Treasury Division or through the city's website.

City of Little Rock Business Licenses Requirements

The City of Little Rock Treasury Management Division will determine validity of all business licenses.

If a business has a physical location in Little Rock, they are required to have a business license for each location.

If a business is based in another city in Arkansas, that city has jurisdiction over the business. If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.

If the business is an out-of-state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another city in Arkansas, in which case we will honor that license.

Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.

An out-of-state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out-of-state company wins a bid from the city, they would only be required to obtain a business license if they set up a permanent location in the city limits of Little Rock for the duration of the project.

A Non-Profit Organization is exempt from having to obtain a business license.
