About this file
This is a business license requirements document from the City of Little Rock, Arkansas, outlining the licensing obligations for businesses seeking to work with or operate within the city. The document establishes that the City of Little Rock Treasury Management Division has authority to determine the validity of all business licenses and sets forth specific requirements based on business location and origin. Businesses with physical locations in Little Rock must obtain a business license for each location, while businesses from other Arkansas cities may have their existing licenses honored if their home city requires licensing, or must obtain a Little Rock license if their home city does not require one.
The requirements include several key exemptions and special provisions: out-of-state businesses without Arkansas locations must obtain a Little Rock license unless they already have one from another Arkansas city, but they are not required to obtain a license solely for bidding on city proposals. If an out-of-state company wins a bid, they only need a license if they establish a permanent location within Little Rock city limits for the project duration. Non-profit organizations are completely exempt from business license requirements. All licenses must be for classifications comparable to the type of work being conducted in Little Rock, and the Treasury Division, managed by Scott Massanelli, serves as the point of contact for questions regarding these requirements.

City of Little Rock Business Licenses Requirements
The City of Little Rock Treasury Management Division will determine validity of all business licenses.
If a business has a physical location in Little Rock, they are required to have a business license for each location.
If a business is based in another city in Arkansas, that city has jurisdiction over the business. If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.
If the business is an out-of-state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another city in Arkansas, in which case we will honor that license.
Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.
An out-of-state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out-of-state company wins a bid from the city, they would only be required to obtain a business license if they set up a permanent location in the city limits of Little Rock for the duration of the project.
A Non-Profit Organization is exempt from having to obtain a business license.
