About this file

This document outlines business licensing requirements established by the City of Little Rock, Arkansas, for entities seeking to conduct business within the city's jurisdiction. The requirements apply differently based on the business's location and operational status. Businesses with physical locations in Little Rock must obtain a city business license for each location. In-state businesses based in other Arkansas cities are subject to their home city's licensing requirements, and Little Rock will honor licenses from comparable classifications issued by other Arkansas municipalities. Out-of-state businesses without physical presence in Arkansas must obtain a Little Rock business license unless they already hold a license from another Arkansas city. Notably, out-of-state businesses need not obtain a Little Rock license solely to bid on city purchasing proposals; however, should they win a contract, they must obtain a city business license for the duration of their engagement. Non-profit organizations are exempt from licensing requirements.

All licenses must be classified as comparable to the type of work the business will conduct in Little Rock. Inquiries regarding these requirements should be directed to the City of Little Rock Treasury Division, specifically Scott Massanelli, Treasury Manager, through the city's official website. These requirements apply to the Invitation to Quote for a 2026 Ford F4U Transit-350 Cargo AWD High Roof HD Extended Van, which is open to businesses authorized in the State of Arkansas and qualified to provide the requested services.

City of Little Rock Business Licenses Requirements

1. If a business has a physical location in Little Rock, they are required to have a business license for each location.

2. If a business is based in another city in Arkansas, that city has jurisdiction over the business.

If that city requires a business license, we will honor their license. If the city does not require a license such as Conway and they are coming into Little Rock to conduct business, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas in which case we will honor that license.

3. If the business is an out of state business which does not have a physical location anywhere in Arkansas, they will be required to obtain a license from us unless they have already obtained one from another City in Arkansas, in which case we will honor that license.

4. Keep in mind the licenses they provide must be for a classification comparable to the type of work they will be conducting in Little Rock.

5. An out of state business does not need to obtain a business license if they are just bidding on a Little Rock purchasing proposal. If the out of state company wins a bid from the City of Little Rock, then they are required to obtain a City of Little Rock business license for the duration of the engagement.

6. A Non-Profit Organization is exempt from having to obtain a business license.
