About this file

This document is a Bid Bond Confirmation and Bid Check Return Authorization Form for Harris County, designed for bidders submitting either a bid bond or cashier's check as part of their bid proposal. Bidders must submit the form through the Bonfire platform, with cashier's checks physically dropped off at 1111 Fannin, 12th Floor, Houston, TX 77002 before the specified due date. For bids, the County Clerk will retain the bid checks of the three lowest bidders until after contract award, performance bond receipt, and potential payment bond approval. For Request for Proposal (RFP) submissions, the Office of the Purchasing Agent will similarly retain bid checks.

The form authorizes Harris County to return the bid check via regular mail under three conditions: if the bidder is unsuccessful, after performance and payment bonds replace the bid check, or upon contract completion. All bid checks must be for the required amount and payable to Harris County, not to any individual. The document provides sections for both bid bond and cashier's check submissions, requiring details such as bond/check number, amount, bank information, bidder name, address, and contact information. The form was revised on 3/24/21 and includes a section for County Clerk/Purchasing Agent use to track check mailing and administrative details.
