About this file

This document is a Policy for Payment of Material on Hand issued by the Harris County Engineering Department in Texas, dated December 6, 2005. The policy outlines the procedures for contractors to request compensation for unused, nonperishable materials delivered to work locations or acceptable storage areas. Eligible materials must be sampled, tested, approved, certified, and ready for incorporation into the work, with specific examples including concrete traffic barriers, precast concrete box culverts, concrete piling, deck panels, beams, reinforced concrete pipe, steel girders, and other items deemed reasonable by the Engineer.

The policy stipulates that payment for material on hand will only be made for materials authorized for purchase by work order or written engineer approval, with a minimum invoice cost of $1,000 for the request. Payment will not exceed the actual cost as established by invoice, and materials without a paid invoice within 60 days will be ineligible for payment. Contractors submitting a material on hand payment request authorize Harris County Engineering Department to audit records and perform process reviews. The document provides standardized forms for contractors to document material quantities, descriptions, and values, with the understanding that the department may exclude payment for any material on hand if noncompliance with policy requirements is determined.
