About this file

This is a Scope of Work (SOW) document for the Utah Department of Transportation (UDOT) Region 3, detailing requirements for the provision and delivery of cover material for chip seal coat applications. The contract requires the supplier to deliver cover material to specified drop points and stockpile locations by May 30, 2026. Deliveries must occur between 7:00 AM and 3:00 PM, Monday through Thursday, with the District Engineer providing a minimum of seven days' notice before each delivery date. The supplier must stockpile material at Department-designated locations using end dumps or belly dump trucks, building stockpiles to a uniform 10-foot height using supplier-furnished loaders and operators. For Lightweight Cover Material, the supplier must provide on-site technical support during calibration and application procedures at the beginning of installation in each county until the Department determines such assistance is no longer needed, with schedules coordinated with the District Engineer.

Billing and payment statements should be submitted to UDOT Region 3 accounting, with email submission to R3payable@utah.gov being the preferred method, though mailed invoices are also accepted. The contract is awarded to the lowest responsive and responsible bidder through a competitive Invitation for Bids (IFB) process under Solicitation Number UDOT260233CN. If the Department is dissatisfied with stockpile configuration, the supplier must reshape stockpiles at no additional cost; however, if Department personnel perform reshaping, the associated costs are deducted from amounts due to the supplier. The SOW references compliance with Special Provisions for Chip Seal Coat specifications and requires suppliers to demonstrate capability to meet all stated requirements through submitted documentation.
