About this file
This is a Scope of Work document prepared by the Utah Department of Natural Resources, Division of Law Enforcement, in coordination with the State of Utah Department of Government Operations, Division of Purchasing & General Services, for the relocation of specialized aquatic invasive species decontamination equipment. The project involves disassembling a hydropad (hydrosite) currently located at Huntington State Park (GPS: 39.34657, -110.94258), transporting it approximately 250 miles, and reassembling it at the Kanab Aquatic Invasive Species mandatory inspection station (GPS: 37.02912, -112.4804) along northbound State Highway 89 outside Kanab city limits. The hydropad must be dismantled into manageable bolted sections, loaded onto a transport vehicle using crane or front-end loader equipment at the origin site, transported safely, and reinstalled in functional condition at the destination location. The project must be completed by March 1, 2026, with the hydropad fully reassembled and ready for subsequent plumbing installation to achieve full operational status. The vendor must provide all necessary tools, equipment, and transportation vehicles capable of handling the bulk and weight of the hydropad components, and agency staff will oversee the project at both locations to ensure satisfaction and proper execution.
The estimated project budget is $25,000.00, and the procurement was issued as a Request for Statements of Qualifications (RFSQ) under Administrative Rule R33-105 for Small Purchases of Professional Service Providers and Consultants, with a small purchase threshold of $100,000.00. Mandatory minimum requirements for vendors include possession of necessary heavy equipment such as loaders or cranes, trucks capable of hauling heavy metal pieces, qualified drivers, and working knowledge of hydropad assembly and disassembly procedures. Evaluation criteria prioritize vendor expertise in hydropad assembly and access to appropriate transport and lifting equipment. The agency suggested Hydro Engineering, represented by sales representative Marty McFadden (801-573-1547), as a potential respondent. Primary agency contacts are Jeremy Butler (jgbutler@utah.gov, 435-310-0238) and Bruce Johnson (brucejohnson@utah.gov, 385-228-3066). The procurement involves no IT components, pricing should not be included in qualification submissions, and timely verbal and written communication throughout the project execution is required.

Scope of work Report for a hydropad station transplant from Huntington State Park to the Kanab MIS Station.
Introduction
The purpose of this scope of work is to have our Hydropad located at Huntington State Park removed, transported, and reinstalled at the Kanab Aquatic Invasive Species (AIS) mandatory inspection station (MIS) located along northbound State Hwy 89 outside of Kanab city limits.
This needs to be completed by March 1, 2026.
1. Background
The transfer of the Hydropad to the Kanab MIS will allow for a more efficient use of from Dreissena mussels, as the decontamination process of a boat from a waterbody containing Dreissena mussels prevents further contamination.
As Huntington State Park has other effective methods of decontaminating boats, the Hydropad would be more beneficially put to use at the Kanab MIS to b boating community. The Kanab MIS captures many boaters leaving from Lake Powell, a waterbody infested with Dreissena mussels and therefore, having a Hydropad at this MIS would increase the amount of decontaminations that we can provide to the public and increase satisfaction with their overall experience of the AIS program.
2. Scope of Work
The overall goal of this project is to have the Hydropad located at Huntington State Park dismantled into management sections, loaded on a transport vehicle, transported, and reinstalled at the Kanab Aquatic Invasive Species (AIS) mandatory inspection station (MIS) for decontaminations. The Hydropad is currently located within Huntington State Park at the gps location of 39.34657, -110.94258.
The Hydopad is assembled through bolts and is manufactured to be broken down into manageable pieces. Due to the bulk and weight of the pieces, it would require a crane or front end loader to pick up and place onto the back of a transport trailer or flatbed trailer from the initial location (Huntington State Park).

Hydropad Relocation Service
Another crane or front end loader would be required at the final destination (Kanab MIS) to remove the pieces from the trailer, place on the ground in the desired location predetermined by AIS personnel, and then be successfully reinstalled in the same configuration. The location of the Kanab MIS is the gps coordinates of 37.02912, - 112.4804.
The total distance between Huntington State Park and the Kanab MIS is approximately 250 miles, when using the most direct route.
Photos of the Hydropad in its current location are attached here.
3. Requirements
A successful project will dismantle the Hydropad from Huntington State Park without damage, safely transport everything to the Kanab MIS, and reinstall it to a state of functionality without damage.
To achieve this, the bid winner needs to provide their own tools and equipment, as well as a suitable transport vehicle sufficient for the weight and bulk of the Hydropad and its necessary components. A crane or front end loader capable of picking up and placing the pieces on the transport vehicle or trailer is also required at both locations.
The Hydropad is currently not reclaiming water, and therefore it does not have the necessary plumbing inside a more sophisticated disassembly process.
4. Compliance
Timely and proficient verbal and written communication is required for a successful bid.
The agency prefers phone calls for progress reports, questions, and clarifications and email used thereafter to document the discussions.
The agency will provide the successful awardee details regarding where the final destination of the Hydropad will be delivered to the Kanab MIS. The agency will also have someone within the AIS staff present at both locations to oversee the project and to s satisfaction.
5. Project Deliverables The deliverable is successfully dismantling the Hydropad from Huntington State Park without damage, safely transporting everything to the Kanab MIS, and reinstalling it to a state of functionality without damage at the desired location so it is ready for plumbing to make it fully operational at a later date.
6. Project Timeline
This project will need to be completed by March 1, 2026. This specifically means that the Hydropad needs to be reassembled at the Kanab MIS station by the indicated date.

Utah has a robust Aquatic Invasive Species (AIS) program that aims to minimize the spread of non-native species. Some of these efforts include the decontamination of boats that have recently been in waters deemed as infested. This is done by using specialized decontamination equipment. There is currently decontamination equipment spread out through various parts of the state.
Recently, the Utah Department of Natural Resources (DNR) began operating a watercraft inspection station in Kanab, Utah. It is the goal of the Department to offer watercraft decontaminations at this new location. The decontamination equipment that is to be used at the Kanab inspection station is currently located at Huntington State Park, located in Huntington, Utah. This particular set of decontamination equipment is referred to as a hydropad or a hydrosite.
This project would include the relocation of this hyrdosite from its current location at Huntington State park to its final destination in Kanab. This would require the vendor to disassemble, load, transport, unload, and reassemble the hydropad at its desire location at the Kanab inspection station.
