About this file
This is a Scope of Work document for the Utah Highway Patrol's Drug Recognition Expert (DRE) program, involving a procurement through the State of Utah with THE RESEARCH FOUNDATION FOR THE STATE UNIVERSITY OF NEW YORK as the vendor. The project involves the purchase of access to the ITSMR DRE management software, which will enable DRE officers to enter evaluation data once and automatically upload it to the federal National Highway Traffic Safety Administration (NHTSA) tracking system. The software will support up to 150 users, including Utah Highway Patrol officers and DRE-certified officers from other law enforcement agencies across the state. The system addresses the current operational challenge where officers must duplicate data entry efforts across multiple platforms, resulting in incomplete data collection and inefficient use of officer time. Implementation of this software will streamline DRE exam documentation, eliminate redundant reporting steps, and provide stakeholders—including the State DRE program, Utah Highway Safety Office, law enforcement agencies, and NHTSA—with comprehensive data to track drugged driving trends and inform enforcement strategies.
The procurement represents a sole-source acquisition, as indicated by the accompanying Notice of Intent to Award a Contract Without Competition, suggesting that THE RESEARCH FOUNDATION FOR THE STATE UNIVERSITY OF NEW YORK is determined to be the only source for this specialized DRE management software. The contract involves software access rather than a product purchase, with the scope emphasizing data integration capabilities and automated federal reporting functionality. The initiative supports enhanced public safety objectives by consolidating officer data collection activities and providing actionable intelligence on impaired driving patterns throughout Utah.

Scope of Work for AK27-104 Attachment : B
1. Introduction The Utah Highway Patrol - Utah Drug Recognition Expert (DRE) program will purchase the use of the ITSMR DRE management software from THE RESEARCH FOUNDATION FOR THE STATE UNIVERSITY OF NEW YORK, a non-profit educational corporation organized and existing under the laws of the State of New York, having an office at the University at Albany, Office for Innovation Development and Commercialization.
1.1 Background
The Utah Drug Recognition Expert (DRE) program has struggled to collect the data, numbers, and information associated with DRE officers conducting DRE exams in the state. Currently, officers use a system to enter the information they collect when conducting a DRE exam administered by NHTSA (National Highway Traffic Safety Administration). Officers do not utilize this system, and the data is not available to help NHTSA and Utah to track evaluations, trends in drug use, or impaired driving cases. The officer also must often duplicate efforts and enter the information in a report and on the NHTSA tracking system. This is time-consuming, and many officers do not enter all the information or only the required information. This leads to a lack of data and an incomplete picture of the DRE program and drugged driving trends in Utah.
The ITSMR DRE management software that will allow DREs to enter and track their evaluations will automatically load the data into the NHTSA tracking system. The entire evaluation and report can be conducted by the DRE using this system and the tablets, thus saving valuable time and effort and making all the data available to the state, the DRE program, and NHTSA. The data will be available to track Drugged driving trends and allow officers to focus their time in areas that are seeing an increase in these types of crashes, as well as to be more effective in combating impaired driving. The data collected will be available to all stakeholders involved, including the State DRE program, the Utah Highway Safety Office, Law Enforcement, and NHTSA.
1.2 Scope of Work
Purchase access to the ISTMR software management tool will allow officers to enter the information collected from a DRE exam only one time and they will be able to print their reports, and they will be automatically uploaded to the federal tracking system. This will save time and eliminate wasted steps that are required under the current system requirements. This will allow up to 150 users. This not only covers UHP but also other law enforcement DRE-certified officers.
