About this file

This document is an Addendum #2 to a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for expert professional facility condition surveys for bridges and buildings, to be performed on a task order basis over a four-year term (RFP# 6000002348). The RFP seeks proposals for surveying and inspecting bridges and buildings, with firms able to apply for either or both categories. The proposal receipt deadline is set for 2:00 P.M. on September 16, 2024, and the contract term is four years.

The addendum provides clarifications on several key aspects of the RFP, including insurance requirements for equipment vendors, conflict of interest guidelines, and minority business enterprise (MBE)/service-disabled veteran-owned business (SDVOB) participation goals. Notably, firms can be both prime contractors and subconsultants, and dual-certified MBE/SDVOB or WBE/SDVOB firms can count towards multiple diversity goals simultaneously. The Port Authority will allow firms to qualify in one category (bridges or buildings) even if they do not qualify in the other, providing flexibility for proposers with specialized expertise.

SUBJECT: REQUEST FOR PROPOSALS FOR PERFORMANCE OF EXPERT

PROFESSIONAL FACILITY CONDITION SURVEYS FOR BRIDGES

AND BUILDINGS AS REQUESTED ON A “TASK ORDER” BASIS FOR A

FOUR-YEAR TERM (RFP# 6000002348) – ADDENDUM #2

Dear Sir or Madam:

The following are questions from Request for Proposals (RFP) recipients. The questions and the corresponding Port Authority of New York and New Jersey (the Authority) answers are provided for your information and use, as appropriate.

Question #1: Do equipment vendors need to meet the insurance requirements?

Answer #1: The equipment vendors will need to meet the insurance requirements, except for

Professional Liability.

Question #2: Is it a conflict of interest for a firm to be a subconsultant for this RFP and pursue this RFP as a Prime consultant?

Answer #2: No. A firm may submit as both a Prime and as a subconsultant (for another prime proposer).

Question #3: Would an MBE/SDVOB or WBE/SDVOB firm count towards both the MBE/WBE goal and the SDVOB goal?

Answer #3: Yes. A firm that is dual certified as an MBE/SDVOB or WBE/SDVOB can count towards the MBE/SDVOB and WBE/SDVOB goals simultaneously.

Question #4: Can you specify what parameters can be noted to satisfy the project size request in Attachment E.

Answer #4: The project size may be demonstrated by the number of structures inspected, i.e., “20 Bridges”, “3 Buildings”, etc. and/or the size of the structures inspected, i.e., “50 Span Suspension Bridge”, “30 Story Building”, etc.

Question #5: Regarding Section IV. Proposer Requirements, Section A.2 and Section B.2, the statement “a staff member shall only be proposed once, for any role”, does this apply to each Section individually or can a staff member only be proposed once for either Section A and B? For example, can the Project Manager be the same staff member for Section A. Bridges and Section B. Buildings provided that staff member satisfies the requirements for each role?

Answer #5: A staff member may be used to satisfy a single role in Section A (Bridges) and Section B (Buildings) but cannot be used to satisfy multiple roles in Section A (Bridges) or Section B (Buildings).

Question #6: Regarding Section IV. Proposer Requirements, Section A.2 and Section B.2, the statement “a staff member shall only be proposed once, for any role”, can a proposed staff member serve a role for both Section A. Bridges and Section B.

Buildings? For example, can the staff member proposed to be Quality Control Engineer for Section A. Bridges also be proposed as the Project Manager for Section B. Buildings, provided that staff member satisfies the requirements for each role?

Answer #6: A staff member may be used to satisfy a single role in Section A (Bridges) and Section B (Buildings) but cannot be used to satisfy multiple roles in Section A (Bridges) or Section B (Buildings).

Question #7: For firms which apply for both buildings and bridges, must they pass both categories to qualify or is it possible that the Authority will qualify the firm in one category only? For example, if a firm applies for both buildings and bridges, and fails to qualify for under bridges but was deemed qualified for buildings, would the firm fail both or would it be considered qualified for buildings?

Answer #7: A firm that fails in one category may pass in another and be considered for award for that one category.

Please Note: The date for receipt of proposals for the subject RFP remains 2:00 P.M. on September 16, 2024.
