About this file
This document is an Addendum to a Request for Proposals (RFP) from the Port Authority of New York and New Jersey for Expert Professional Port Planning and Marine Infrastructure Development services, solicited on a task order basis for a four-year term (RFP# 6000002130). The RFP seeks consulting services across multiple domains including general port services, asset management, environmental engineering, rail facility planning, and real estate analysis. The proposal due date has been extended to 2:00 P.M. on June 10, 2024, and the document includes responses to several clarifying questions from potential bidders regarding project requirements, such as project value thresholds and timeline considerations.
The RFP requires proposers to demonstrate significant experience with construction projects exceeding $100 million, with a focus on projects completed within the five years preceding the proposal due date. Proposers must provide detailed project examples, staff qualifications, and a management approach. The Port Authority has established diversity goals, including 20% participation for Minority-owned Business Enterprises (MBE), 10% for Women-owned Business Enterprises (WBE), and 3% for Service-Disabled Veteran-owned Businesses (SDVOB). Insurance requirements include $2 million in commercial general liability, $2 million in automobile liability, statutory workers' compensation, and $1 million in professional liability insurance. The solicitation emphasizes transparency, competitive benchmarking, and strategic development across maritime and transportation sectors.

SUBJECT: REQUEST FOR PROPOSALS FOR THE PERFORMANCE OF EXPERT
PROFESSIONAL PORT PLANNING AND MARINE INFRASTRUCTURE
DEVELOPMENT – GENERAL PORT SERVICES AS REQUESTED ON A
“TASK ORDER” BASIS FOR A FOUR-YEAR TERM (RFP# 6000002130) –
ADDENDUM #2
Dear Sir or Madam:
The Port Authority of New York and New Jersey (the Authority) hereby amends the subject Request for Proposals as follows:
The date for receipt of proposals for the subject RFP has been changed to 2:00 P.M. on June 10, 2024.
The following is a question from a Request for Proposals (RFP) recipient. The question and the corresponding Port Authority of New York and New Jersey (the Authority) answer is provided for your information and use, as appropriate.
Question #1: Is the Authority able to provide the presentation from the May 16, 2024, pre-proposal meeting?
Answer #1: The Authority has attached the subject pre-proposal meeting’s presentation for your reference.
Question #2: In Section IV, Proposer Requirement B, is it correct to assume that the Authority is requiring all project examples to have minimum construction value of $100 million or more?
Answer #2: Yes.
Question #3: In Section IV, Proposer Requirement B, is the five-year timeline determined by the start or completion of construction work? As the planning project may have been completed earlier (outside of five-year requirement). For example, if terminal planning was completed in 2017 and construction was completed in 2021, will this be considered within the required five-year period?
Answer #3: The five-year timeline refers to the period immediately preceding the Proposal Due Date, and it considers the time when the firm was actively engaged a project.
Question #4: In Section IV, Proposer Requirement B, must all projects have construction work started? Can a planning project identifying a Capital Investment Program be considered?
Answer #4: For a project to be considered, it must demonstrate construction payments exceeding $100 million, whether completed or actively in progress.
- 2 -
Question #5: Our MBE/WBE/DBE status from the Port Authority is currently pending. What documentation should we provide our Prime to reflect our pending status? Will there be any negative implications to submit while our application is still in progress?
Answer #5: Historically, if a subconsultant that has been submitted in a Proposal’s participation plan is not yet certified with us, but has already submitted an application, that should be acceptable. No documentation should be needed, but the Prime should mention in the participation plan box below that [INSERT FIRM NAME HERE]’s [INSET APPLICABLE CERTIFICATION HERE] status is pending. There should also not be any negative repercussions.
If you have any questions, please contact Ms. Courtney R. Eddington at ceddington@panynj.gov.
