About this file
This document is an Addendum 2 to a Request for Proposal (RFP #6000001887) issued by the Port Authority of New York and New Jersey for Expert Professional Civil Design Services to be performed on a task order basis over a four-year term. The RFP seeks professional civil engineering services with the flexibility of task order assignments. The addendum modifies the original RFP by removing the requirement to provide between five and seven relevant project examples in Attachment E and provides clarifications to potential proposers through a series of questions and answers.
The addendum addresses key compliance and submission requirements, specifically related to Minority Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs), and Service-disabled Veteran-owned Business Enterprises (SDVOBs). Proposers are instructed to provide names and addresses of potential subcontractor participants, describe their selection process, and indicate expected participation percentages. Additionally, the document clarifies that subconsultant multiplier and salary information is not required, and provides specific guidance on professional engineering staff qualifications, noting that while an Industrial Engineering degree is not disqualifying, staff must meet specific licensing and experience criteria in civil engineering.

RFP #6000001887 - PERFORMANCE OF EXPERT PROFESSIONAL CIVIL DESIGN
SERVICES AS REQUESTED ON A “TASK ORDER BASIS” FOR A FOUR-YEAR TERM
#6000001887
Addendum 2 – January 23, 2024
Please note the following amendment is made to the RFP:
- In Attachment E (Firm Qualifications and Experience) under “Relevant Projects” the language requiring the Proposer to provide “a minimum of five projects and no more than seven projects comparable to the service contemplated under this solicitation” is now deleted.
Below are questions posed by potential Proposers, and the Port Authority’s responses:
Question Port Authority Response
13. For Tab 8 – 8.1 – Multiplier & Cost – Do we need to provide multiplier information for our subconsultants? For Tab 8 – 8.3 – Salary Schedule – Do we need to provide hourly rates for subconsultant personnel?
No, this information does not need to be provided for subconsultants.
14. Are proposers required to name which Minority Business Enterprises (MBEs), Women-owned Business Enterprises (WBEs) and/or Service-disabled Veteran-owned Business Enterprises (SDVODs) firms they plan to utilize under the Task Order Program?
The selected Consultant(s) shall submit to the Authority for review and approval prior to commencing any services, along with invoices, the Statement of Subcontractor Payments in the form of the MBE/WBE Participation Report (Form PA 3760C) and/or SDVOB Participation Plans (Form PA 3760SDV1) for each Task Order to perform work.
For the purposes of this RFP, provide the names and addresses of all MBE/WBE/SDVOBs that shall be included in the Plan. If none are identified, describe the process for selecting participant firms in order to achieve the good faith goals under this Agreement. If possible, indicate the percentage of MBE/WBE/SDVOB participation expected to be achieved with the arrangement described in the Plan, and describe the specific scope of work the MBE/WBE/SDVOBs will perform.
If possible, provide proof of MBE/WBE/SDVOB certification status with the Authority.
15. MBE/WBE/SDVOBs Participation Plan (Attachment F), Column for Estimated Percentage of Participation: As this is a task order contract and the scope of work has not been defined, should the subconsultant participation be labelled as “NA” or should there be a distribution of potential participation included for review?
See response to Question 15.
16. Our Contract Manager/Rail PM has an Industrial Engineering degree. They worked as a Civil Engineer their entire career and has a NY Civil Engineering PE. Is this acceptable?
No. No, for this RFP this situation would not count towards the five individuals. The firm can use another staff member to meet the requirements. The requirement is “[a]t least two (2) individuals on staff who are civil engineers with a professional engineer’s license, in the states of New York or New Jersey…” This part of the requirement does not say a degree in civil engineering. However, the individual still needs to demonstrate the second part - “with a minimum of seven (7) years of similar relevant experience at transportation facilities in terms of size, scope, and complexity.”
All other terms and conditions and language of the subject RFP remain the same.
