About this file
This document is an Addendum 1 issued by the NY/NJ Port Authority for Request for Proposal (RFP) #6000001887 for Performance of Expert Professional Civil Design Services on a Task Order Basis for a Four-Year Term. The proposal due date has been extended to January 25, 2024, and the document contains clarifications and responses to 12 questions from potential proposers. Key details include confirmation that a firm can propose as both a prime and sub on the same service category, clarification on insurance coverage limits for airside work (ranging from $5M to $25M depending on escort status), and guidance on proposer requirements.
The addendum provides critical guidance for proposers, specifically noting that subconsultant experience cannot be used to fulfill proposer requirements, and only prime experience should be included. While subconsultant project submissions are optional, the prime firm must demonstrate meeting the proposer requirements. The document also clarifies that FAR Part 31 compliance is at the proposer's discretion, subconsultants do not need to sign documentation, and certain services like topographic surveying are not part of the contract's scope. The Port Authority emphasizes that all other terms and conditions of the original RFP remain unchanged.

RFP #6000001887 - PERFORMANCE OF EXPERT PROFESSIONAL CIVIL DESIGN
SERVICES AS REQUESTED ON A “TASK ORDER BASIS” FOR A FOUR-YEAR TERM
#6000001887
Addendum 1 – January 3, 2024
Immediately below are questions posed by potential Proposers, and the Port Authority’s responses:
Question Port Authority Response
1. We are reaching out to inquire whether the NY/NJ Port Authority will be considering extending the deadline for proposal submission for RFP #
6000001887, PERFORMANCE OF
EXPERT PROFESSIONAL CIVIL
DESIGN SERVICES AS REQUESTED
ON A “TASK ORDER BASIS” FOR A
FOUR-YEAR TERM.
Yes. Please note that the original Proposal Due Date for the subject RFP has been changed.
The new Proposal Due Date is January 25, 2024.
2. Under Section V Instructions and Additional Information, Tab 4, refers to Section III, Proposer Requirements from Section III, but it seems these details reside in Section IV. Could you kindly confirm if this is an error?
Yes, this is an error.
3. For Tab 1, would you like us to insert an Attachment A Scope of Services?
No, Proposers are not required to submit the Attachment A – Scope of Services.
4. Can you confirm that a firm can propose as both a prime and a sub on the same category of services?
Yes.
5. For the firm qualifications and experience section, can projects where we had a significant role as a subconsultant be counted towards the minimum project requirements, or do we have to be a prime?
Subconsultant experience cannot be utilized to fulfill the Proposer Requirements therefore, only the Prime experience should be included.
6. It is our understanding that the proposer requirements should be fulfilled solely by the prime. Should we also include subconsultant projects and resumes?
This is a business decision whether to include subconsultant projects and resumes.
7. Can you please provide clarity on what limits of CGL and Auto insurance coverage are required for escorted airside work? Section 26 A (1) states limits of $5M are required in this situation, but it is contradicted by Section 26 A (3) which states $25M in coverage is required.
For escorted airside work, the limits are $5M for CGL and Auto. For unescorted airside work, the limits are $25M for CGL and Auto.
8. Do we need to ensure that our rates comply with FAR Part 31?
Whether to include rates that comply with FAR Part 31 is at the Proposer’s discretion, but are not required for this non-federal call-in RFP.
9. Attachment D (Page 11 in RFP, Item 5.1), and Attachment E (page 14 in RFP, Item 6.1) state that the proposer should include both staff qualifications and firm qualifications for subconsultants;
however, in the Q&A of the pre-proposal meeting, it was said that the proposer only needs to provide documentation showing the Prime consultant meets the proposer requirements stated in the RFP (IV.
Proposer Requirements, Page 2 of the RFP). Does the proposer need to provide Attachment D and Attachment E for each subconsultant?
Firms are allowed to submit the qualifications and experience of their subs although this is not required. But firms must demonstrate how the prime firm meets the proposer requirements.
10. Do the subconsultants need to sign any documentation for the purposes of this proposal?
No.
11. Topographic survey and mapping, including ROW/property survey, utility mapping, and utility investigation do not appear to be called out in the Scope of Work. Please clarify if this is included in the Scope of Work.
No, topographic survey and mapping or other similar scope is not part of the scope of this RFP and Contract.
12. Can you clarify the Proposer Requirements for the “Civil General” subset. Section IV.B.2 requires a minimum of 15 projects, but Attachment requires a minimum of 5 projects and no more than 7 provided per subset.
Prime Proposers must meet the Proposer Requirements as noted in Section IV of the RFP Letter.
All other terms and conditions and language of the subject RFP remain the same.
