About this file
This document is an Addendum #2 to a Request for Proposals (RFP #6000000741) issued by the Port Authority of New York and New Jersey for expert professional traffic engineering planning and design services. The RFP seeks a contractor to provide transportation engineering services on a "call-in" basis from 2022 through 2025, with proposals due by 2:00 P.M. on January 24, 2022. The services will include transportation planning, design, and monitoring activities such as traffic monitoring using Automatic Traffic Recorders (ATRs), Intelligent Transportation Systems (ITS), or manual counts, with deliverables ranging from brief memos to comprehensive reports.
The addendum clarifies two key requirements for potential proposers: first, firms must have Professional Engineers licensed in both New York and New Jersey, and second, firms must have a Certification of Authorization in these states or provide documentation of legal exclusion from such certification. The monitoring services will be task-order based, with specific scopes to be defined when the Port Authority requests proposals, allowing flexibility in the type and depth of traffic engineering services needed during the contract period.

PROFESSIONAL TRAFFIC ENGINEERING PLANNING AND DESIGN
SERVICES FOR REDEVELOPMENT PROGRAMS AS REQUESTED ON
A "CALL-IN" BASIS DURING 2022 THROUGH 2025 (RFP# 6000000741) –
ADDENDUM #2
Dear Sir or Madam:
The Port Authority of New York and New Jersey (the “Port Authority” or “Authority”) hereby amends the subject Request for Proposals (RFP) as follows:
1. In the RFP Letter, under Section I. Proposer Requirements, Letter B., delete in its entirety and replace with the following, “The prospective proposer must have Professional Engineer(s) licensed to practice in the State of New York and New Jersey.
The following are questions from Request for Proposals (RFP) recipients. The questions and the corresponding Authority answers are provided for your information and use, as appropriate.
Question #1: In the RFP Letter, under Section I. Proposer Requirements, Letter D., could you clarify what is intended by “or exclusion from the States” as it relates to the Certification of Authorizations?
Answer #1: Firm must have a Certification of Authorization in New York and New Jersey or exclusion from the States. “Exclusion” is defined as what legal requirement does not obligate a firm to have a certification of authorization in that state. Requirements are in accordance with the New Jersey Division of Consumer Affairs and New York State Education Department Office of the Professionals. All exclusions are the responsibility of the firm to provide.
Question #2: In the Attachment A, under Section II., Letter X., it states the following, “Provide planning and design transportation monitoring services with associated devices and drawings to support construction.” Can you clarify what type of monitoring is required (ATR, ITS or visual) and what the deliverable would be?
Answer #2: Traffic monitoring may include Automatic Traffic Recorders (ATRs), Intelligent Transportation Systems (ITS), or manual counts depending on the need. Deliverable may range from a brief memo summarizing results to a more thorough report or periodic reporting. The scope would be clearly defined when the Authority requests a task order proposal.
The date for receipt of proposals for the subject RFP remains 2:00 P.M. on January 24, 2022.
