About this file
This document is a Request for Proposals (RFP) issued by the Port Authority of New York and New Jersey for expert professional traffic engineering planning and design services for redevelopment programs on a "call-in" basis during 2022 through 2025 (RFP# 6000000741). The RFP encompasses four service categories: Traffic Engineering Planning and Design, Traffic Engineering Planning and Design for Small Business Enterprises, Traffic Engineering Construction and Operations Support Services, and Traffic Engineering Construction and Operations Support Services for Small Business Enterprises. The pre-proposal meeting was held on January 4, 2022, with 167 attendees from various engineering and consulting firms. The proposal due date is January 24, 2022, at 2:00 P.M.
The RFP includes specific requirements for diversity and inclusion, with goals to achieve at least 20% minority (MBE), 10% women (WBE), and 3% Service-Disabled Veteran Owned (SDVOB) participation across all project phases and work categories. Insurance requirements are substantial, including $5 million in commercial general liability, automobile liability, and professional liability insurance. The Port Authority offers several incentives for small businesses, such as contract set-asides under $2.5M, fees and bond waivers, wrap-up insurance, and semimonthly payments. Proposers are encouraged to be specific about their qualifications, include subconsulting opportunities, and demonstrate how they meet the RFP's requirements.
