About this file
The document is Addendum No. 1 for Bid No. 25-46ITB, issued by the City of McKinney, Texas, for Storm Drain Cleaning & Inspection Services. The bid seeks qualified vendors to perform storm sewer line cleaning and inspection services on an as-needed basis, with potential annual expenditures up to $250,000. The contract requires 24/7 availability and encompasses furnishing all supervision, labor, materials, and equipment necessary to perform detailed storm drain cleaning, inspection, and Closed Circuit Television (CCTV) of storm sewers, including traffic control. Contractors will be responsible for removing foreign materials from lines, addressing blockages, and ensuring comprehensive cleaning and inspection of storm sewer systems.
The addendum addresses several key clarifications and modifications to the original bid, including hydrant meter usage, debris disposal procedures, and emergency response expectations. Specifically, contractors will be provided a hydrant meter daily, which must be returned at the end of each workday, and large debris can be dropped off at the City of McKinney Public Works yard. The bid requires contractors to submit their emergency response time for after-hours service, with emergency defined as "occasions when property is in danger or risk and the response time is urgent." No material testing is required, and contractors have flexibility in material removal transportation, though they must comply with applicable state laws and regulations when using DOT permit units.

I. INTRODUCTION
The City of McKinney, Texas (“City”) is seeking bids from qualified vendors (“Contractor”) for Storm Drain Cleaning and Inspection Services as described herein. This contract, once awarded, shall be performed on as needed basis, with annual expenditures potentially up to $250,000.
II. SCOPE OF WORK
A. GENERAL - The intent of storm sewer line cleaning is to remove all foreign materials from the lines prior to televising the pipe in order to provide a clear, unobstructed view of the entire pipe. The success of the inspection phases will depend on the cleanliness of the lines. The importance of this phase of the operation cannot be over emphasized.
It is recognized that there are some conditions such as major blockages that prevent typical cleaning from being accomplished. The Contractor shall be required to remove all blockages. If in the course of normal cleaning operations, damage results to the pipe or structure of new installations, the Contractor shall be required to repair the damage or replace the pipe or structure. The Contractor shall include 24/7 availability.
The work covered by these specifications consists of furnishing all supervision, labor, materials, and equipment necessary to perform detailed Storm Draining Cleaning & Inspection services and Closed Circuit Television (CCTV) of Storm Sewer, as well as complete and submit all related data and reports; including Traffic Control by the extent required; all in accordance with these specifications and all applicable local, state and federal rules, laws, regulations and ordinances pertaining to the work
B. CONTRACT REQUIREMENTS
Cleaning Equipment - The Contractor shall supply High-Velocity Jet (Hydro cleaning) Equipment: All high-velocity sewer cleaning equipment shall be constructed for ease and safety of operation. The equipment shall have a selection of high-velocity nozzles.
The nozzles shall be capable of producing a scouring action from 15 to 45 degrees, in all size lines designated to be cleaned. Equipment shall also include a high-velocity gun for washing and scouring structure walls and floor. The gun shall be capable of producing flows from a fine spray to a solid stream. The equipment shall carry its own water tank, auxiliary engines, pumps, and hydraulically driven hose reel.
Cleaning Precautions - The Contractors shall take every precaution to avoid damage during pipe cleaning operations. Contractors working on City of McKinney projects shall obtain approval from the City before certain higher risk cleaning operations begin.
Satisfactory precautions shall be taken in the use of cleaning equipment. When hydraulically propelled cleaning tools (which depend upon water pressure to provide their cleaning force) or tools which retard the flow in the pipeline are used, precautions shall be taken to ensure that the water head pressure does not damage or cause flooding of public or private property being served by the storm sewer. Various cutter tips may need to be used depending upon site specific conditions. No fire hydrant shall be used without permission from the Utility Owner. If permission is given, the hydrant shall not be obstructed in case of a fire in the area served by the hydrant. Gate valves, backflow preventers, or an air gap shall be incorporated in the direct connection to a
BID No. 25-46ITB potable water source as required by the utility owner. A hydrant meter will be provided to the contractor each work day and must be returned at the each day.
A hydrant meter will be provided to the contractor each workday and must be returned at the end of each day.

Traffic Control – Contractor shall provide an approved Traffic Control Plan, signs, barricades and cones as required by the Texas Manual Uniformity of Traffic Control Devices (TMUTCD). Contractor shall be responsible to ensure compliance with all types of traffic control devices. The Contractor shall provide all traffic cones and devices needed to protect worksite and direct traffic. One lane of traffic shall be left passable at all times. Contractor shall maintain, on a 24-hour per day, seven days-a-week basis, clear, unobstructed routes for routine and emergency vehicle traffic within project areas and access routes to and from project areas. Storm Sewer Cleaning -The designated storm sewer sections shall be cleaned using high-velocity jet, or mechanically powered equipment. Selection of the equipment used shall be based on the conditions of lines at the time the work commences. The equipment shall be capable of removing dirt, grease, rocks, sand, branches, leaves and other materials and obstructions from the storm sewer lines and structures. If cleaning an entire section cannot be successfully performed from one structure, the equipment shall be set up on the next structure and cleaning again attempted. If, again, successful cleaning cannot be performed or the equipment fails to traverse the entire section, it will be assumed that a major blockage exists and it is the Contractor’s responsibility to remove this blockage. The Contractor shall use caution during cleaning operations so as not to cause damage to the pipe section being cleaned. If subsequent televising of the pipe reveals damage caused by the cleaning operation, the damage shall be repaired by Contractor, to the City’s satisfaction, at no additional cost to the city.
Storm Sewer Inspection - Contractor shall provide labor, equipment, and materials necessary to perform a televised inspection of the storm sewer system drainage piping.

Disposal of Materials -The Contractor shall properly dispose of all materials removed from the storm sewer in accordance with all applicable laws and regulations. Large debris can be dropped off at the trash pile located inside the City of McKinney Public Works yard at 1550 S College Street, McKinney, Texas 75069, at the discretion of the City’s Drainage Supervisor or their designee.
