About this file

This is Addendum #1 to Bid 26-59-1514 for Right-of-Way Services On Call, issued by Forsyth County Procurement under the direction of Deputy Director Greg Bridges on May 7, 2026. The addendum supplements the original bidding documents initially solicited on April 28, 2026. The contract seeks a professional services agreement with a selected consultant to execute task orders for right-of-way services related to various county projects. The County requires a project team including a Project Manager to coordinate all aspects of the right-of-way process and an Acquisition Agent to handle acquisitions, though these positions may be combined if the candidate is qualified. No baseline amount of work is guaranteed under this on-call contract, and the County Attorney will provide title and closing services.

The addendum provides four critical clarifications regarding bidder qualifications and project requirements. GDOT Right-of-Way certification and GDOT consultant prequalification are required only for projects funded by GDOT; they are not required for local-only funded projects. The County has established a specific Cost Proposal Form that must be used and is available on Euna. Forsyth County requires lien releases for all closings involving amounts over $15,000 for local-funded projects. Additionally, the County will supply all appraisals and appraisal reviews associated with each assigned task order, relieving the consultant of this responsibility. Proposed fees submitted with the proposal will be used to determine fees for subsequent task orders.

Answers

1. The RFP lists minimum qualifications including ALC or related certifications and does not reference GDOT certification.

Please confirm that GDOT Right-of-Way certification or GDOT consultant prequalification is not required for this on-call contract.

The consultant would need to be GDOT certified and on the prequalified list for any GDOT funded projects but not local only funded projects

2. Does the County have a preferred form for the cost proposal?

The County has added a Cost Proposal Form that should be used in files on Euna.

3. Does Forsyth County have a dollar amount threshold above which they require lien releases for closings? Like Georgia DOT’s current $25,000.00. Or will they require lien releases for all closings.

The County requires lien releases on anything over $15,000 for local funded projects.
