About this file

This is an RFP evaluation scoresheet for the Office of the Attorney General of the State of Utah, designed to assess proposals for legal services to assist with general litigation services, including civil, administrative, appellate, and alternative dispute resolution matters. The RFP will result in multiple contract awards establishing professional service agreements (PSAs), with successful offerors placed on an eligible law firms list for a period of five years. The evaluation process utilizes a scoresheet with mandatory requirements that must be satisfied on a pass/fail basis, including certifications regarding litigation team experience, conflicts of interest, legal malpractice insurance coverage of at least $5,000,000 per incident, completion of background checks, and confirmation that the offeror is not debarred or suspended from government contracting.

The scoresheet employs a technical scoring system totaling 500 possible points, with weighted criteria addressing lead counsel and senior attorney qualifications (40 percent), litigation team qualifications (20 percent), complex litigation experience and results (30 percent), reference materials and insurance documentation (5 percent), and cost proposals (5 percent). Offerors must achieve a minimum threshold of 350 points (70 percent) on technical criteria to qualify for contract award consideration. Vendor pricing must be guaranteed for one year, and the contract term extends for five years following successful selection.
