About this file
Summary
This is an Approved Specifications document prepared by the State of Utah Department of Administrative Services, Division of Facilities Construction and Management (DFCM) for the UDOT Brigham City Tow Plow Storage Building project located at 1325 Power Plant Road, Brigham City, Utah 84302 (DFCM Project No. 26381900). The project involves construction of a new two-bay pre-engineered metal snowplow storage building with associated site improvements, selective demolition, utility extensions, asphalt removal and replacement, grading, and drainage improvements. The specifications document provides comprehensive construction standards organized into 33 divisions using MasterFormat numbering and covers all architectural, structural, mechanical, electrical, civil, and landscape work necessary for project completion. Key construction elements include cast-in-place concrete, structural steel framing, metal building systems, HVAC with gas-fired unit heaters, plumbing with potable water and sanitary sewer systems, electrical systems with LED lighting, asphalt and concrete paving, and various interior finishes including optional resinous flooring. The project requires no welding to occur on site under any circumstances, with all work scheduled during non-operational hours to avoid interference with facility operations.
The construction cost estimate for this project is $824,000. This Stage II Invitation to Bid is restricted to contractors who have been prequalified under the DFCM Stage I Prequalification process and appear on the current DFCM Prequalified Contractors list as of the solicitation date. The project is a single prime contract with unit price provisions for excavation and removal of unsuitable soils, with both add and deduct options depending on actual quantities encountered. An alternate is included for resinous flooring in lieu of sealed concrete flooring. The contractor must coordinate closely with the owner's ongoing facility operations, maintain existing utilities and access, provide pedestrian protection, and comply with all DFCM Standard Construction Documents, OSHA hot work requirements, and applicable building codes including the International Fire Code and NFPA standards.

1.13 SPECIFICATION FORMATS AND CONVENTIONS
A. Specification Format: The Specifications are organized into Divisions and Sections using the
33-division format and CSI/CSC's "MasterFormat" numbering system.
1. Section Identification: The Specifications use Section numbers and titles to help cross-referencing in the Contract Documents. Sections in the Project Manual are in numeric sequence; however, the sequence is incomplete because all available Section numbers are not used. Consult the table of contents at the beginning of the Project Manual to determine numbers and names of Sections in the Contract Documents.
2. Division 1: Sections in Division 1 govern the execution of the Work of all Sections in the Specifications.
B. Specification Content: The Specifications use certain conventions for the style of language and the intended meaning of certain terms, words, and phrases when used in particular situations.
These conventions are as follows:
1. Abbreviated Language: Language used in the Specifications and other Contract
Documents is abbreviated. Words and meanings shall be interpreted as appropriate.
Words implied, but not stated, shall be inferred, as the sense requires. Singular words shall be interpreted as plural and plural words shall be interpreted as singular where applicable as the context of the Contract Documents indicates.
2. Imperative mood and streamlined language are generally used in the Specifications.
Requirements expressed in the imperative mood are to be performed by Contractor.
Occasionally, the indicative or subjunctive mood may be used in the Section Text for clarity to describe responsibilities that must be fulfilled indirectly by Contractor or by others when so noted.
a. The words "shall," "shall be," or "shall comply with," depending on the context, are implied where a colon (:) is used within a sentence or phrase.
