About this file

This is a Streamlined Solicitation document issued by the Utah Department of Transportation (UDOT) in partnership with Salt Lake County for preconstruction engineering services on a roadway rehabilitation project. UDOT seeks a qualified consultant to develop plans and specifications for the reconstruction of 7200 West from 3500 South to 4100 South, located on the boundary of West Valley City and Magna City, Utah. The project scope includes roadway and active transportation design, right-of-way document preparation, drainage infrastructure, traffic signal modifications, railroad grade crossing improvements, utility coordination, and public involvement activities. The anticipated contract term is approximately 36 months from Notice to Proceed, with deliverables targeted for bid advertisement by the end of 2027 for the 2028 construction season. The proposal submission deadline is February 12, 2026, at 11:00 AM Mountain Time, with consultant selection interviews scheduled for March 5, 2026, if necessary. One-on-one project discussion meetings are available on January 27, 2026, and must be requested by January 26, 2026. The Department Project Manager is Preston Adamson, and the Local Government Project Manager is Jeff Ray from Salt Lake County.

This is a Qualifications-Based Selection (QBS) process under the Brooks Act, meaning consultant fees are not a factor in the selection process and cost discussions are prohibited. The anticipated fee type is Cost Plus Fixed Fee, with federal funding supporting the project. The selected consultant must perform work valued at not less than 50% of the total contract amount with its own staff. Consultants must complete the Department's financial screening process and meet insurance requirements before contract execution. Proposals are limited to four pages maximum (excluding the Proposal Acknowledgement Form, Consultant Proposed Staffing Plan, and any Claim of Business Confidentiality form) and must be submitted electronically through UDOT's Bonfire eProcurement Platform in PDF format. The Selection Team will evaluate proposals based on five criteria: Project Team qualifications (30 points), Relevant Experience (25 points), Approach (20 points), Risk Identification and Mitigation (15 points), and Project Timeline (10 points). All contracts must comply with Davis-Bacon Act prevailing wage requirements, federal labor standards, debarment certifications, and other applicable federal and state regulations. A conflict of interest determination exists regarding consulting firms performing both design and construction engineering management on the same project.

The Department’s Guidance for Consultant Firms Regarding Coronavirus Pandemic Recovery:In addition to establishing an accepted Indirect Cost Rate with the Department(which is referred to in this section as an “Unimpacted Rate”), the following will apply to a Consultant (and its subconsultants) when a Consultant submits a proposal in response to this Solicitation. If (i) the Consultant (or a subconsultant) has received a loan under the federal Paycheck Protection Program or similarly, has received a credit, loan or other relief in 2020, or thereafter, from a federal program enacted to provide relief during the Coronavirus pandemic, such as the CARES Act, the FFCRA, or other similar federal legislation (collectively a “PPP Loan”); and (ii) any portion of the PPP Loan was forgiven, or applicable law similarly requires the recipient to provide a refund, repayment, credit, or reimbursement to the Department; then (iii) the Consultant must comply with 48 C.F.R. 31.201-5, Utah Code § 72-2-113(3), and other applicable law and guidance. Those legal obligations require calculation of a PPP Loan credit which must be included in the Indirect Cost Rate (referred to in this section as an “Impacted Rate”). See:UDOT Guidanceon Coronavirus Legislation. This section uses the term “firm” when referring to requirements that apply to both the Consultant and subconsultants.

Whether a firm is the Consultant or a subconsultant, a firm’s accepted Impacted Rate will apply in the manner described in this section during the firm’s Recovery Period to any contract or subcontract whose payment type is cost-plus-fixed-fee. The firm’s “Recovery Period” is the shorter of the following time periods: (i) the time period necessary to recover the required credit amount of the firm’s forgiven PPP Loan (or other repayment obligation); or (ii) 365 days after the date when the Department approved the firm’s Impacted Rate.

A firm’s accepted Unimpacted Rate will be included in all contracts (and related subcontracts) for which the Consultant is selected (which includes any contract awarded in connection with this Solicitation). However, during a firm’s Recovery Period, a firm that has an accepted Impacted Rate must apply a Recovery Credit on each of its invoices for any cost-plus-fixed-fee contracts. A “Recovery Credit” is an amount that is equal to the difference between the firm’s overhead and fixed fee calculated at the Unimpacted Rate, and the firm’s overhead and fixed fee calculated at the Impacted Rate. The firm must show its Recovery Credits using theUDOT OH & FF Credit Adjustment Templatedocument.

When a firm reaches the end of its Recovery Period, the Consultant must submit a notification to the Department Project Manager stating the date when the firm claims recovery was complete (the “Recovery Date”). If the Recovery Date claimed by the firm is less than 365 days after the date when the Department approved the firm’s Impacted Rate then the notification must also include documentation that demonstrates full recovery (subject to the Department’s verification). When the Consultant submits an invoice to the Department, the invoice will not include Recovery Credits for any firms that have reached their Recovery Date.

If upon review the Department is unable to verify that a firm’s required PPP Loan recovery was met, the Department will require the Consultant to pay the amount of any recovery that should have been credited to the Department under the requirements of this section.

The PPP Loan recovery requirements are a federal obligation that is required at every Contract level.

The Consultant must pass down applicable requirements to its subconsultants.

8. Contract Terms and Conditions: Consultants must reviewand comply with the Department’s Terms and Conditions, available on theConsultant ServicesContract Resourceswebpage. The current version applies to all contracts resulting from this Solicitation.

Prior to issuing a Notice to Proceed, the Consultant must demonstrate compliance with the provisions of Administrative Rule R-916-5. A Consultant’s inability to adequately demonstrate compliance may be grounds for determining a Proposal non-responsive and the Department moving on to negotiate with the new first-ranked responsive Consultant.

Solicitation Method and Requirements

1. Solicitation: This Solicitation follows the StandardSolicitation processes and procedures outlined herein.

Department Consultant Services staff facilitate Selection Teams through the selection of Consultants to provide engineering services for transportation-related projects. Consultant selection is a Qualification-Based Selection (QBS) process, where the primary factor in selection is the qualification-based criteria created by the Selection Team and outlined in Part Three (Project Information and Evaluation Criteria), rather than the cost of engineering services. Cost is a secondary factor after a Consultant is selected and the contract negotiation process begins.

4. Consultant Fee Discussion: Consultant fees are nota factor in the selection of a Consultant to provide services. All price or cost related items which include, but are not limited to past, present or future costs or fees associated with Consultant contracts such as; consultant contract amount, direct salaries, wage rates, indirect cost rates, overhead rates and other direct costs are prohibited from being used in Proposals. Consultant fee or cost discussions are not allowed. Do not include any reference to Consultant fees (past, present, or future) in the Proposal.

5. Guidelines for Preparing Proposals: These guidelineswere developed to standardize the preparation and ensure consistency in format and content for Proposals prepared by Consultants for engineering services on a Department project. Submitting a Proposal is the beginning of the selection process and is used as the basis for selecting or for short-listing Consultants. It is highly recommended that Proposals are written and presented to the Department in a clear and concise format which will not distract from the content of the material presented.

The following table outlines the Proposal instructions and guidelines. Any penalty or disqualification actions are clearly identified in the table. Final Proposal score results are the average of all voting Selection Team members’ scores.

Streamlined Solicitation selections will be based on the final Proposal scores. If the final scores from the Selection Team determine it is necessary to conduct interviews, the Selection Team will develop the format of the interviews and provide instructions on the interview format to each Consultant invited to participate.

8. Selection Interviews: Interviews will only be conductedin the event the final scores result in a tie in for first place (rounded to the tenth decimal place) for two or more Consultants.

If interviews are conducted, project-specific topics will be provided to each team that is invited to participate in the interview process. The final selection will be based on the interview scores.

9. Selecting By Consent (SBC): The SBC process willbe used to score the interview. SBC is a scoring process which aids the Selection Team in developing the final selection through a collaborative process. In this process each segment and question of the interview is weighted in advance during the Selection Team Meeting. After the interviews are conducted, the Selection Team will score each segment and question by “consent”. Consent is defined as the willingness of all Selection Team members to accept a decision reached by a collaborative process.

Contract Goals:

● Improve safety and connectivity for vehicles, pedestrians and cyclists on and around 7200 West from

4100 South to 3500 South, including signalization of the 4100 South intersection and improvements to the two railroad grade crossings.

● Develop a high-quality set of plans and specifications through the UDOT Project Delivery Network for bid advertisement by Fall of 2027 for the 2028 construction season.

● Maximize project value through efficient design.

Project Background:

7200 West is an aging roadway with incomplete pedestrian facilities, specifically between 4100 South and 3500 South, on the boundary of West Valley City and Magna City, Utah. The Wasatch Front Regional Council (WFRC) Comprehensive Safety Action Plan has assigned this section of 7200 West a composite high-risk score of 4. This means, due to crash history and risk analysis, this roadway is in the top 10% of State Route and Federal Aid Route segments in the WFRC area. The purpose of this project is to significantly improve safety for vehicles, pedestrians, and cyclists on 7200 West.

Scope of Work:

The Utah Department of Transportation (The Department) is seeking preconstruction engineering services for the rehabilitation/reconstruction of the existing roadway along 7200 West, from 3500 South to 4100 South, excluding the canal at 3900 South. This is a federally-funded local government project.

The selected consultant will develop a high-quality set of plans and specifications through the Department’s Project Delivery Network. The scope encompasses roadway and active transportation design, right-of-way document preparation, and engineers' estimates. This project is expected to be advertisement ready by the end of 2027 for the 2028 construction season.

This project will involve full depth reconstruction of the existing roadway from 4100 South to 3500 South. Improvements will include the installation of curb and gutter, sidewalk and park strip, along with drainage infrastructure in areas where these features are currently lacking. Improvements also include possible signalization of the 4100 South intersection (dependent on signal warrant study) and improvements to the two railroad grade crossings (one on 4100 South and one on 7200 West). The railroad improvements will be dependent on the railroad crossing diagnostic.

Additional items of work include traffic signal modifications at the 3500 South intersection, coordination with nearby projects, pedestrian ramp evaluation/design, right-of-way design, new street lighting, and the installation of street trees.

Public involvement will be expected of the consultant throughout the entirety of this project. This will include facilitating communication with property owners during Right of Way (ROW) acquisition and public engagement during construction.

The consultant team's responsibilities and deliverables will include the following:

● Project management and professional design leadership

● Proactive collaboration and communication with the project team and stakeholders

● Field survey, base mapping, and survey control in compliance with Department standards

● Roadway design

● Drainage design, including detailed modeling, assessment of existing storm drain trunkline, and potential new trunkline and laterals

● ROW design and document preparation

● Pavement design

● Traffic signal (including warrant study), ATMS and street lighting design

● Landscape, erosion control, SWPPP, and aesthetic design as needed

● Utility coordination, design, agreements, and SUE investigation. May include overhead power lines, fiber optics, gas, sewer, and water infrastructure

● Maintenance of Traffic (MOT) considerations

● Public Involvement in both Design and Construction

● Design support to address questions during construction

● Coordination with ROW acquisition agents during the design phase (ROW acquisition will be contracted separately)

● Railroad coordination– Work with railroad owners and operators. Foster a spirit of collaboration in all communication. Work through railroad requirements including diagnostics, reviews, agreements, and permits.
