About this file
This is an Environmental Study document prepared by the Utah Department of Transportation (UDOT) in coordination with West Valley City and Magna City for a federal-aid roadway improvement project on 7200 West between 3500 South and 4100 South in Salt Lake County, Utah. The project involves full-depth reconstruction of the existing roadway, installation of new curb and gutter, park strip, and sidewalk facilities, improvements to an at-grade rail crossing, installation of a new signal system at the 4100 South intersection with widening for turn lanes, and updates to the storm drain system. The project is categorically excluded from environmental assessment or environmental impact statement requirements under the National Environmental Policy Act per 23 CFR 771.117(c)(26). The study encompasses the project's Purpose and Need (addressing unsafe conditions on a high-risk roadway segment identified in the Wasatch Front Regional Council Comprehensive Safety Action Plan), project description, and environmental review across multiple resource categories.
The environmental review determined no significant environmental impacts requiring mitigation beyond standard UDOT specifications, with the exception of stormwater management requirements. The project requires 31 partial right-of-way acquisitions totaling 0.535 acre and 32 temporary construction easements totaling 0.694 acre. Cultural resource surveys identified one National Register-eligible archaeological site (42SL333, the Denver & Rio Grande Western Railroad Garfield Branch) and four eligible architectural properties, all determined to have no adverse effects with de minimis Section 4(f) impacts. No threatened or endangered species impacts were identified, no wetlands or waters of the U.S. will be affected, and paleontological surveys indicate low potential for significant fossil resources. The project requires compliance with Utah's Construction General Permit for stormwater pollution prevention and adherence to dust control and invasive species management standards. The State Historic Preservation Officer provided written concurrence with the findings, and Native American consultation was conducted with eight tribal entities, none of which responded to notification.

1. Purpose and Need for Action An aging roadway and incomplete pedestrian facilities along 7200 West from 4100 South to 3500 South on the border of West Valey City and Magna City, Utah expose the traveling public to unsafe conditions. The Wasatch Front Regional Council (WFRC) Comprehensive Safety Action Plan has assigned this section of 7200 West a composite high-risk score of 4. This means, due to crash history and risk analysis, this roadway is in the top 10% of State Route and Federal Aid Route segments in the WFRC area. The purpose of this project is to significantly improve safety for vehicles, pedestrians, and cyclists on 7200 West.
2. Description
West Valley City and Magna City are proposing roadway and roadside improvements along 7200 West from 4100 South to 3500 South. The project will include full depth reconstruction of the existing roadway the length of 7200 West except at the canal crossing near 3900 South. Construction will include new curb and gutter, park strip, and sidewalk in areas without these facilities and in areas of needed repair. The project will make improvements to the existing at-grade rail crossing north of the 4100 South intersection. Installation of a new signal system at the 4100 South intersection and intersection improvements that include widening for right and left turn lanes. Work will include needed updates to the storm drain system and the project will also address potential conflicts with water, sewer, gas, communications, and other utilities.
Temporary construction easements and right-of-way acquisitions are expected.

RE: UDOT Project No, F-2238(2)0, 7200 West; 3500 South to Copper Hill Drive, Salt Lake County, Utah (PIN
20312) Determination of Eligibility and Finding of No Adverse Effect.
Dear Mr. Merrit:
The Utah Department of Transportation (UDOT) is preparing to undertake the subject federal-aid project. In accordance with Stipulation II, Part A and Appendix A of the Memorandum of Understanding, State Assumption of Responsibility for Categorical Exclusions (23 USC §326) (renewed June 12, 2023), the UDOT assumes responsibility, assigned by the Federal Highway Administration (FHWA), for ensuring compliance with Section 106 of the NHPA and with Section 4(f) of the DOT Act of 1966, as amended. Also in accordance with the Third Amended Programmatic Agreement among the FHWA, the Utah State Historic Preservation Officer, the Advisory Council on Historic Preservation, the USACE Sacramento District, and the UDOT Regarding Section 106 Implementation for Federal-Aid Transportation Projects in the State of Utah (executed August 23, 2017), Section 106 of the National Historic Preservation Act of 1966, as amended (54 U.S.C. § 300101 et seq.), and U.C.A.9-8-404, the UDOT has taken into account the effects of this undertaking on historic properties, and is affording the Utah State Historic Preservation Officer (SHPO) an opportunity to comment on the undertaking.
Additionally, this submission is in compliance with Section 4(f) of the Department of Transportation Act of 1966, 23 U.S.C. § 138 (as amended) and 49 U.S.C. § 303 (as amended).
PROJECT DESCRIPTION
This project proposes a full depth reconstruction of the existing roadway along the length of 7200 West in Magna City, except at the canal crossing near 3900 South. Construction will include new curb and gutter, park strip, and sidewalk in areas without these facilities and in areas where repair is needed. The project will make improvements to the existing at-grade rail crossing north of the 4100 South intersection. Installation of a new signal system at the 4100 South intersection and intersection improvements will include widening for right and left turn lanes. Work will include needed updates to the storm drain system, and the project will also address potential conflicts with water, sewer, gas, communications, and other utilities. Some right-of-way acquisitions and temporary construction easements will be required.
The area of potential effects (APE) has been defined as an approximately 0.5-mile-long corridor extending along 4100 South for 0.25 miles east and west of the intersection of 7200 West and 4100 South; and a 1.0-mile-long corridor along 7200 West between 3500 South and 4100 South on the border between West Valley and Magna Cities
The APE has been surveyed for archaeology by Terracon, under State Antiquities Project Number U25TT0450, and the results are reported in 7200 West Improvements Project; 3500 South to 4100 South, Magna and West Valley Cities, Salt Lake County, Utah, June 2025 (see enclosed report). An intensive level pedestrian survey was conducted using 15 meter transects to identify archaeological resources. A selective reconnaissance-level survey was conducted to record architectural properties, and the results are reported in Selective Reconnaissance-Level Architectural Resources Inventory for the 7200 West Improvements Project, Magna and West Valley Cities, Salt Lake County, Utah, June 2025 (see enclosed report).
The surveys have resulted in the identification of 1 archaeological site and 18 architectural properties. Of these, 1 archaeological site and 3 architectural properties are eligible to the National Register of Historic Places (NRHP). No known traditional cultural properties are located in the APE. The Determinations of Eligibility and Findings of Effects (for both Section 106 and Section 4(f)) are provided in Table 1 for archaeological resources and in Table 2 for architectural properties. Please see attached notification letter regarding Section 4(f) de minimis impacts.

Description of Effect to Site 42SL333: The proposed project will avoid moving the railroad tracks and construction will not modify them in any form. Crossing panels will be added over the existing rail east and west of the existing roadway to accommodate the roadway widening but the rails themselves will not be moved. The project will also add safety fencing around the proposed sidewalk/pedestrian crossings adjacent to the rail. The project will affect a relatively small portion of the site and will not substantially impact or alter any contributing elements of the site or any of the character-defining features for which it was determined eligible for the NRHP. Thus, the proposed project will result in a finding of No Adverse Effect and a Section 4(f) de minimis impact.

Description of Effects: This proposed project requires a temporary construction easement (TCE) of 908.25 square feet and a right of way (ROW) acquisition of 707.87 square feet from 1 property eligible to the NRHP. This easement and acquisition will not substantially impact or alter any contributing elements of the property or the character-defining features for which the property was determined eligible for the NRHP. Thus, the proposed project will result in a finding of No Adverse Effect and a Section 4(f) de minimis impact.
CONSULTATION EFFORTS
Native American consultation was initiated through letters sent to the Eastern Shoshone Tribe of the Wind River Reservation, Shoshone-Bannock Tribes, Northwestern Band of Shoshone Nation, Uintah and Ouray Ute Tribes, and the Skull Valley Band of Goshute Indians (sent July 8th, 2025). In addition, notification was also sent to those tribes with whom UDOT has Section 106 Programmatic Agreements: Cedar Band of Paiutes, Shivwits Band of Paiute Indian Tribe, and the Confederated Tribes of the Goshute Reservation (sent July 8th, 2025). To date, none of the tribes have responded to these notifications.
SUMMARY
To summarize, the project will result in a finding of No Adverse Effect and a Section 4(f) use and de minimis impact for 1 archaeological site and 1 architectural property, and No Historic Properties Affected for all remaining
7200 West; 3500 South to Copper Hill Drive, 3 properties. Therefore, the Finding of Effect for the proposed UDOT Project No. F-2238(2)0, 7200 West; 3500 South to Copper Hill Drive, Salt Lake County, Utah, is No Adverse Effect.

U.C.A. 79-3-508 (Paleontological) Compliance; Request for Confirmation of Literature Search according to the UDOT/UGS Memorandum of Understanding.
Dear Heather:
I have conducted a paleontological file search for the 7200 West Improvements Project in response to your request of September 17, 2025. This project qualifies for treatment under the UDOT/UGS executed Memorandum of Understanding.
There are no fossil localities recorded in our files in or near this project area. Quaternary and Recent alluvial and lacustrine deposits that are exposed along this project right-of-way have a low potential for yielding significant fossil localities (PFYC 2). Unless fossils are discovered as a result of construction activities, this project should have no impact on paleontological resources.
If you have any questions, please call me at (801) 537-3311.

RE: ENVIRONMENTAL REVIEW FOR AQUATIC RESOURCES AND NOXIOUS WEEDS
PROJECT DESCRIPTION AND SCOPE OF WORK
The Utah Department of Transportation (UDOT) proposes use of federal funds to complete the referenced project in Salt Lake County.
Purpose and Need:
An aging roadway and incomplete pedestrian facilities along 7200 West from 4100 South to 3500 South on the border of West Valley City and Magna City, Utah expose the traveling public to unsafe conditions. The purpose of this project is to significantly improve safety for vehicles, pedestrians, and cyclists along 7200 West.
Project Description:
West Valley City and Magna City are proposing roadway and roadside improvements along 7200 West from 4100 South to 3500 South. The project will include full depth reconstruction of the existing roadway the length of 7200 West except at the canal crossing near 3900 South. Construction will include a new curb and gutter, park strip, and sidewalk in areas without these facilities, and in areas of needed repair. The project will make improvements to the existing at-grade rail crossing north of the 4100 South intersection. Installation of a new signal system at the 4100 South intersection and intersection improvements that include widening of right and left turn lanes. Work will include needed updates to the storm drain system, and the project will also address potential conflicts with water, sewer, gas, communications, and other utilities. Temporary construction easements and right-of-way acquisitions are expected.
The above referenced project has been reviewed within the proposed project limits by Martian & Nicholson Environmental Consultants (M&N) and UDOT for the following categories of resources identified in the Environmental Study. UDOT provides the following recommendations for the proposed project:

The project has been evaluated for waters of the U.S. (WOTUS), including wetlands, subject to Clean Water Act (CWA) jurisdiction by the U.S. Army Corps of Engineers (Army Corps), and natural streams regulated by the State of Utah as part of the Stream Alteration Permit Program. A desktop analysis to determine the presence of WOTUS within or adjacent to the project limits was conducted by M&N.
The project area is fully developed. While the Utah and Salt Lake Canal is the closest aquatic resource, it lies just outside the study area and has a gap within the project limits, meaning it is not present within the project itself. Therefore, no aquatic resource permitting is necessary. UDOT has reviewed and agrees that no Waters of the U.S. (WOTUS), including wetlands or other water resources, will be impacted. No aquatic resource permitting is required.
Mitigation Commitments:
None.
Utah Pollutant Discharge Elimination System (UPDES):
This project will disturb more than one (1) acre of earth and is required to comply with the Utah Pollutant Discharge Elimination System (UPDES) Utah Construction General Permit (CGP).
Mitigation Commitments:
1. Comply with CGP, by preparing the Stormwater Pollution Prevention Plan (SWPPP) during project design; provide SWPPP to the project awarded contractor before Notice to Proceed. (Local Government)
2. Comply with CGP, by finalizing the SWPPP before beginning any earth disturbing activities and submit Notice of Intent (NOI); implement and maintain the project SWPPP according to CGP requirements throughout project construction. (Awarded Contractor)
Federal Emergency Management Agency (FEMA) Floodplains:
This project does not occur within a FEMA Special Flood Hazard Area. No impacts to floodplains will occur and no permitting is required.
Mitigation Commitments:
None.
Noxious Weeds:
The project will disturb the earth. To minimize the introduction and spread of noxious weeds, construction equipment must be cleaned before arriving on site, in accordance with UDOT Standard Section 01355 (ENVIRONMENTAL COMPLIANCE).
