All traffic data collection must be documented with electronic reports containing raw data and summary analyses, including specific information such as exact count locations, date and time of counts, fifteen-minute interval displays, peak hour factors, speed percentiles, FHWA vehicle classifications, turning movement counts with pedestrian and cyclist data, and video collection with defined processing levels. Work may occur at mid-block, intersection, or corridor locations under varying traffic and weather conditions, and contractors must comply with all applicable safety standards.

Proposals must follow a specified format with sections addressing cover letter and executive summary, company qualifications (including at least three Colorado local government contracts), a Quality Assurance and Quality Control plan, representative data report examples, and a detailed fee schedule with pricing for volume/speed/class counts, turning movement counts, video data collection, data processing and reporting, and other services offered. The evaluation criteria assign points as follows: Cover Letter and Executive Summary (10 percent), Company Qualifications (30 percent), QA/QC Process (25 percent), Data Report Examples (10 percent), and Services and Pricing (25 percent). Pricing for services not clearly identified in the contract will be negotiated separately.
