Work scope includes sawcutting and removing concrete slabs and sidewalks, excavating and disposing of existing materials, relocating a street light pole with electrical connections, installing new aggregate base courses, pouring new concrete sidewalks and curbs, laying bituminous concrete pavement, installing traffic control signage and striping, and reinstalling irrigation systems. A mandatory meeting is scheduled for July 15, 2026 at 2:30 PM at the Matheson Courthouse, with attendance required for all prime contractors wishing to bid. The questions deadline is July 20, 2026, the addendum deadline is July 27, 2026, and bids are due by July 30, 2026 at 3:00 PM via the U3P website. Subcontractor lists must be submitted by July 31, 2026. The project has a substantial completion date of August 31, 2026, with liquidated damages assessed at $300 per day for delays.
The construction budget for this project is $297,000. Bids are restricted to contractors who have been prequalified through DFCM's Stage I prequalification process for Paving & Site Civil work. A bid bond of 5% of the bid amount on the AIA Document A310-2010 form must accompany all bids. The contract will be awarded to the lowest responsive and responsible bidder and requires performance and payment bonds equal to 100% of the contract sum. The contractor must obtain required permits from the Utah Division of Air Quality and Utah Department of Environmental Quality, with all associated fees and compliance responsibility falling to the contractor. No health insurance statement of compliance is required as the contract amount is below the $2,000,000 threshold.
