About this file

This document outlines a federal contract opportunity for the construction of eight new earth covered munitions storage igloos and related site improvements at Andersen Air Force Base in Guam. The work will utilize both design-bid-build and design-build approaches, with structural, electrical, and mechanical work as design-bid-build and earth berm construction, coatings, site work, roadways and utilities as design-build. The contract also includes four options to construct additional igloos. The completion period is estimated at 1128 calendar days. Evaluation factors include technical approach, experience, past performance, safety, and small business utilization, with past performance and technical factors considered equally important as price. Relevant experience includes new construction of hardened concrete structures over $5 million. A pre-proposal site visit will be held on August 3, 2021, with registration required by July 16. The solicitation is expected to be released on July 12 via the System for Award Management website.

Base Access Entry Policy

BLUF: Beginning 01 August 2019, Andersen AFB will be utilizing updated Identification criteria for all base visitors. These measures are intended to bring the installation in compliance with REAL ID Act and the most current USAF policy guidance.

BACKGROUND: AFMAN 31-113, Installation Perimeter Access Control, para 2.6, states “Individuals receiving a locally produced installation access credential must have a validated need to enter the installation and be properly sponsored. The visitor must submit to applicable identity proofing, vetting to determine fitness, and conform to USAF protocol requirements for physical access and credential/screening standards.”

DISCUSSION: In compliance with AFMAN 31-113, and the REAL ID Act, 36 SFS/VCC will recognize three categories of authorized identification credentials. Any one form of ID within Category A may be used as sole source for identity proofing and a visitor pass issued the same day. Two forms of Category B credentials may be used for identity proofing, and a visitor pass issued the same day. Category C credentials are accepted, but require an accompanied state or federal issued photo ID, an identification and background screening questionnaire, and require a 3-5 duty day wait time for identity proofing and vetting.

**Indicates individuals under the age of 18

Additional information pertaining to the REAL ID Act can be found on Department of Homeland Security website at https://www.dhs.gov/real-id. Questions or concerns regarding this policy may be directed to the Visitor Control Center, located at the North Gate, at 366-5477. We appreciate your understanding and cooperation as we work to provide the highest quality of service, while ensuring strict compliance with DOD & Federal policies.
