SUMMARY OF CHANGES

This document is updated to include the changes expected as part of the transition from the existing eBuy system to eBuy2. Here is a brief summary of the changes to this document from the previous version:

Dataset definition for the CATALOG interface

Added eight new fields to the flat file for the catalog interface Customer master 058 (Fedstrip)

Removed this section since eBuy2 will no longer support Backdoor orders.

855 – Purchase orders for Backdoor orders

Removed this section since eBuy2 will no longer support Backdoor orders.

Overview

This document contains detailed design information for Suppliers who have a desire to exchange EDI X12 documents with The United States Postal Service’s eBuy2 Purchasing System. All EDI transaction sets must be created using version 4010 of the ANSI X12 Standard.

Data Exchange

The diagram below shows the expected flow of EDI transactions between USPS and Suppliers. The pseudo 832 file is expected in a Flat-File pipe ‘|’ delimited format. The 832 will be the first file received by USPS.

*Note: Shipment notification and invoicing may be accomplished in a single transaction (857) or separately (in 810 and 856). USPS will send an 824 if any Inbound transaction is found to be in error. Also 997s are expected to be received and will be sent for every transaction.

Instructions on Guide

The purpose of this guide is to provide detailed requirement information to assist the Supplier with their map development process. This section will provide instructions on understanding the format of this document.

Catalog Layout (pseudo 832)

The catalog interface allows the supplier to send full catalogs or incremental refresh records to eBuy2 for electronic processing and inclusion in the eBuy2 catalog. Note that the layout below is a standard catalog layout and contains many of the elements that would be common across suppliers. However, this structure may be expanded to include additional elements that may be of use to the USPS. For example, color and weight are attributes that are not included as part of this standardized catalog format, but may be very useful for certain commodities. These could be added to the end of the catalog. The USPS will work with the supplier to discuss any changes or expansion of the format below. eBuy2 Purchasing System requires catalog data files to be encrypted and provided via FTP to a USPS FTP server. Currently the standard for eBuy2 encryption is Gnu Privacy Guard. The USPS eBuy2 service provider will work with the supplier to ensure the successful implementation of the encryption requirement. Login access to the USPS server will be provided to each supplier by the eBuy2 Service provider.

Catalog Images

Unless waived by the Contracting Officer (CO), images will be provided for each item number/SKU, separately from the catalog layout. The images should be provided in a web-browser compatible graphic format (i.e., GIF, JPEG, BMP, etc.) that meets the requirements as outlined in the Supplier Interface Guide (There is a limit of 60KB or 300 x 300 pixels.). The supplier must also provide a file that maps the image file to the specific products (SKUs).

DATASET LAYOUT

The standardized catalog layout and mapping information is provided below. The 'flat file' format of the catalog will be a pipe ('|') delimited format. Data should be sent in the order shown in this layout, unless previous arrangements are made with the USPS. Suppliers may elect to send data for the fields listed as ‘N” for required, if that will assist USPS employees with catalog searching and ordering. However, if a field is not used it must have its place held by the pipe (|) symbol.

CURERNT CATALOG DATASET

If the supplier can provide one or more fields added in the NEW catalog dataset, then the supplier is required to use the new catalog dataset. The table below lists the elements and their maximum lengths for the CURRENT catalog dataset:

RESTRICTIONS ON LINE QUANTITY AND ISSUE INCREMENTS

eBuy2 can support minimum and maximum restrictions on the line quantity. The system can also support any issue increment constraints that an item might have. If these restrictions are needed, additional fields must be passed at the end of the ‘01’ catalog record above. If required, the detailed requirements for minimum-line-qty, maximum-line-qty, and/or issue-increment will be discussed in full with the supplier during the requirements phase of implementation.

The table below contains the elements that should be added to the end of the catalog dataset:

MIN-LINE-QTY
Minimum line quantity that can be ordered for this particular item
NUMERIC
N
Please note that this restriction applies to the line and not the entire order
9

Please note that this restriction applies to the line and not the entire order

SORTING CRITERIA

The catalog records will be sent from the supplier to the USPS eBuy2 system. Since each record contains a single SKU and its attributes, and the records have no dependency on each other, the ordering of the records in this dataset is not significant. However, if a supplier solicits a recommendation for preferred ordering of records in this dataset, they should be ordered by SKU, since this is the single 'key' value in the dataset.

The hierarchy interface allows the supplier to send hierarchy structure records to eBuy2 for electronic processing and inclusion in the eBuy2 catalog. The USPS will work with the supplier to discuss any changes or expansion of the format below. A hierarchy data file must be provided by the supplier and updated on a regular basis. eBuy2 Purchasing System requires hierarchy data files to be encrypted and provided via FTP to a USPS FTP server. Currently the standard for eBuy2 encryption is Gnu Privacy Guard. The USPS will work with the supplier to ensure the successful implementation of the encryption requirement. Login access to the USPS server will be provided to each supplier by the USPS.

DATASET LAYOUT

The standardized hierarchy layout and mapping information is provided below. The 'flat file' format of the hierarchy will be a pipe ('|') delimited format. Data should be sent in the order shown in this layout, unless previous arrangements are made with the USPS. Level 1 is always required. However, all five levels do not have to be used. In addition, a level cannot be skipped, e.g. you cannot have 01 060412. If you do not require all five levels, e.g. only three levels are needed, the remaining levels must be set to pipe (||) as placeholders. The concatenation of all levels must form a unique key. There cannot be duplicate values at the lowest level.

The table below contains the elements of the hierarchy dataset:

810 Invoice

Functional Group ID=IN

Introduction:

The United States Postal Service uses the Invoice (810) to allow their suppliers to send electronic requests for payment of goods or services provided. This data is processed by eBuy2 to update the order status, certify the invoices, and forward requests for payments to USPS Accounts Payable on behalf of the supplier.

This specification is designed to provide detailed information on all of the elements that USPS expects to receive on an Invoice.

824 Application Advice

Functional Group ID=AG

Introduction:

The United States Postal Service uses the Application Advice Transaction Set (824) to report errors. All Inbound data received by the USPS eBuy2 system is validated for content, format, required fields, and business rule violations. Any errors are automatically detected and the data is rejected. The errors are returned to the sender in the form of the 824 transaction. Validation is performed on a line-by-line basis, so only specific lines of a transaction are rejected. This allows all valid data to be processed while rejecting only those specific records that are unacceptable.

This specification is designed to provide detailed information on all of the elements that USPS will send in response to an invalid transaction. (Please note ‘>>’ or ‘M’ indicates REQUIRED BY USPS)
