The RFP seeks a qualified consultant to provide preliminary engineering (PE) design services for a high-priority active transportation project along 3900 South from the Jordan River to 2300 East. The project involves developing a 30-50% conceptual design for a multi-use path, broken into three phases, with a detailed project cost estimate and potential funding strategies. Proposals are due on May 4th, 2023, at 4:00 p.m. local time, with an electronic PDF submission required. The project aims to connect residents, provide transportation links to disadvantaged communities, and offer recreational opportunities.
The total PE project costs are not to exceed $700,000, with an anticipated cost estimate between $400,000 and $700,000. The evaluation criteria include qualifications (25%), relevant experience (20%), project approach (35%), and rates (20%). The consultant will be expected to provide an aerial survey, project schedule, public involvement plan, potential property acquisition assessment, utility relocation analysis, and final deliverables including CAD files, PDF plan sheets, and a project cost estimate. Request for Proposals 3900 South: Jordan River to 2300 E AT Concept Plan and Estimate
Due Date and Time: May4th, 2023 at 4:00 p.m. local time
1. Introduction/Background. Millcreek (“City”) in Partnership with The City of Holladay, South Salt Lake, Salt Lake County, UDOT, and with the support of Salt Lake County, West Valley City, Taylorsville City, and WFRC, desires to prepare a concept plan and estimate for the high priority active transportation backbone project – 3900 South: Jordan River to 2300 E (“Project”) – as outlined in the Mid-Valley ATP for 3900 South between the Jordan River and 2300 E. The Project connects residents of the adjacent communities and is a preferred East to West Active Transportation (AT) corridor due to its grade separation from Interstate 15. Additionally, the project provides a transportation link to the disadvantaged communities near the high-density area between US-89 and I-15 to a hospital and other critical services along the corridor as well as recreational opportunities to the canyons.
Millcreek will be the Project Manager for this project. A planning level conceptual design kmz file can be found online at Mid-Valley ATP Design which shows the project overview as defined in the Mid-Valley ATP. Additionally, for your reference, the proposed multi-use path has been constructed on the south side of 3900 South between the UTA TRAX crossing and West Temple in Millcreek.
The City is requesting proposals (sometimes referred to as “Request”, “Proposal”, or “RFP”) from qualified consultants (“Consultant”) to provide preliminary engineering (PE) design services for the Project. The Project will consist of a 30 to 50 percent PE design for a multi-user path along 3900 South and a detailed project cost estimate (identifying Rights-of-Way, utility, construction cost with PE, and construction engineer services to complete the Project). The Project should be broken out into three (3) phases: Jordan River to 700 East, 700 East to Highland Drive, and Highland Drive to 2300 East. Additionally, the City would like the consultant to list potential funding strategies and opportunities with a timeline for submitting for such funding opportunities. It is the City’s intent to seek future funding using the Project design and cost estimate by years end 2023 or sooner.
