Attention: Prospective Offerors

Subject: RFQ 387323

Amendment 1 to Request for Quotation

Amendment 1 is issued to extend the due date to November 30, 2020, modify the Statement of Work, and respond to questions.

- RFQ 387323, Section 3, Forms of Quotation and Manner of Submission, first sentence:

delete November 27, 2020 and replace with November 30, 2020.

- RFQ 387323, Enclosure 1, Draft Contract, Attachment A, Statement of Work, Section I, Scope of Work, Bullet #8, page 2: delete the fourth sentence that reads “The covers shall be removed, and then replaced, to assess the integrity of the soft-sided containers within the gondolas.”

Question 1: The due date of November 27, 2020 is the day after Thanksgiving, can this day be changed to November 30, 2020?

Answer 1: Yes. See above modification.

Question 2: The RFQ states how many shipments by gondola or ABC car, but there’s no mention of how many gondolas need to be mobilized nor how many ABC rail cars need to be mobilized.

Answer 2: The estimated quantity per Enclosure 1, Draft Contract and Enclosure 4, Quotation Pricing Sheet are 6 ABC flat cars and 14 high sided gondolas.

Question 3: Suggest a separate line item for mobilization and demobilization for each type of rail car.

Answer 3: The Radioactive Waste Railroad Logistics and Transportation for Railcars price is per railcar and shall be all inclusive of the requirements of the Statement of Work, including mobilization and demobilization.

Question 4: In the RFQ, there’s a single mention of hard lids for the gondolas. Is this a requirement?

Answer 4: Yes, this is a requirement. Please see Enclosure 1, Draft Contract, Attachment A, Statement of Work, Section II, Equipment Requirements.

Question 5: Can disposable tarps be utilized in lieu of hard lids?

Answer 5: No.

Question 6: The scope of work only references the requirement for ABC flatbed railcars (for transport of connexes or intermodals). Does BSA already have the necessary connexes or intermodals, or will that equipment need to be supplied by the contractor as part of this RFQ?

Answer 6: BSA already has the equipment that is not a part of this RFQ.

Question 7: As part of the pre-delivery inspections, the scope of works states that all covers shall be removed, and then replaced, to assess the integrity of the soft-sided containers within the gondolas. We are able to conduct external inspections and review of all signage and placarding; however, it is unlawful to remove the lids from the high-sided gondola shipments while in transit. Is BSA agreeable to adjusting the scope of work to exclude this requirement?

Answer 7: Yes, please see above modification to the Statement of Work.

Except as modified herein, all other terms and conditions of the Request for Quotation shall remain the same.
