About this file
This Request for Quotes (RFQ) is issued by the Oregon State Fire Marshal (OSFM) to participating addendum holders for cloud-based grants management system solutions. The OSFM seeks a comprehensive grants management software application to manage the end-to-end lifecycle of grants administered by the OSFM Grants unit, which manages grant programs totaling nearly $80 million. The RFQ requires vendors to provide initial setup and configuration of the grants management platform, initial training for OSFM administrators and grant managers, grant configuration for the Community Wildfire Risk Reduction for the Built Environment grant program, migration of existing grants data into the new platform, and ongoing support and subscription costs. The system must support a minimum of 225 to 500 grant applications annually and 200 to 350 grant awards, with a minimum of 200 external customers and 4 internal administrative staff. The estimated contract term is three years for cloud services with a two-month setup and customization period. Questions and requests for clarification must be submitted by March 14, 2025, at 3:00 PM, with offers due by March 28, 2025, at 3:00 PM. The OSFM's desired go-live date is immediate.
Pricing for the project is capped at a fixed not-to-exceed amount of $75,000 for all services and accepted deliverables. Vendors must submit a completed pricing sheet, a description of methodologies and draft Statement of Work, descriptions of key personnel and staff experience, and three references from customers for whom the vendor has performed similar projects within the past five years, with at least one reference from a state agency if possible. Evaluation of submissions will be based on "best value" considerations including vendor experience and expertise, references, availability and resource capacity, proposed scope of work alignment with OSFM needs, cost, security, grants management system flexibility, and reporting ability. Deliverables are scheduled with specific milestones including kickoff meeting within four days of work order effective date, project plan within seven days, system design approval within 21 days, configuration completion within 35 days, testing completion within 49 days, and implementation and training completion within 60 days. The system must maintain a minimum uptime of 95 percent and include 28 specific functional requirements covering application management, grant review and evaluation, award management, compliance and reporting, user access and security, integration and scalability, and support and maintenance capabilities.
