The solicitation seeks a contractor to provide technical expertise, outreach support, implementation services, stakeholder coordination, performance tracking, and reporting assistance across three distinct phases: Phase 1 Groundwork to establish baseline waste management data and stakeholder engagement, Phase 2 Launch to implement programs and educate residents, and Phase 3 Monitoring to evaluate results and develop sustainability plans. The bid period runs from June 18, 2026, at 3:00 p.m. EDT through July 29, 2026, at 5:00 p.m. EDT, with vendor questions accepted between June 18, 2026, at 3:15 p.m. EDT and July 8, 2026, at 12:00 p.m. EDT.
