About this file
This is a Disclosure of Lobbying Activities form (Standard Form LLL) issued by the State of Florida Department of Transportation for use in state and local contract procurement. The form applies to the City of Fort Myers' Sanitary Sewer Evaluation Survey Program seeking multiple Manhole Lining Contractors to provide on-call urgent repair services. The solicitation was released on August 11, 2025, with questions due by August 28, 2025, and bid submissions required by September 11, 2025. A virtual pre-submittal meeting is scheduled prior to the submission deadline. The contract represents a five-year engagement with multiple contractors selected to provide comprehensive manhole lining services including supervision, manhole cleaning, sandblasting, repairs, and coating/lining installation across various City locations. A potential selection committee meeting is scheduled for October 8, 2025, with proposed City Council approval set for October 20, 2025.
Contractors must meet mandatory minimum qualifications, including three consecutive years in business and possession of necessary Florida licenses. The evaluation will allocate 45 points for project approach and 55 points for firm experience and personnel qualifications, with additional points for Minority Business Enterprise policy compliance (13 points) and local vendor preference (5 points). The procurement emphasizes significant opportunities for Disadvantaged Business Enterprises and Minority Business Enterprises, with the Florida Department of Transportation maintaining an overall 10.54% DBE goal. Contractors are required to complete a Bidders Opportunity List within three business days of bid submission and maintain an approved DBE Affirmative Action Plan on file with the FDOT Equal Opportunity Office. The solicitation mandates compliance with federal Build America, Buy America regulations requiring use of iron, steel, manufactured products, and construction materials produced in the United States.
