The certification pertains to multiple manhole lining contractors licensed in Florida who will provide complete manhole lining and on-call urgent repair services, including supervision, manhole cleaning, sandblasting, repairs, and coating/lining installation across various City locations. The solicitation was released on August 11, 2025, with questions due by August 28, 2025, and bid submissions required by September 11, 2025. A virtual pre-submittal meeting is scheduled prior to submission, with a potential selection committee meeting anticipated on October 8, 2025, and City Council approval targeted for October 20, 2025. The contract term is five years with multiple contractors to be selected for flexible, location-wide manhole rehabilitation services.
The certification requires prospective participants to confirm that no federal appropriated funds have been or will be paid to influence federal agency officials or members of Congress in connection with this federal contract. Any non-federal funds used for lobbying activities must be disclosed on Standard Form-LLL in accordance with 49 CFR Section 20.100(b) and Title 31, U.S. Code Section 1352. Prospective participants must include this certification language in all lower-tier subcontracts exceeding $100,000. Evaluation criteria include project approach (45 points), firm experience and personnel qualifications (55 points), Minority Business Enterprise policy compliance (13 points), and local vendor preference (5 points). The procurement emphasizes opportunities for Disadvantaged Business Enterprises and Minority Business Enterprises, with the Florida Department of Transportation maintaining a 10.54% DBE goal. Contractors must comply with Build America, Buy America requirements mandating use of domestic iron, steel, and construction materials, and must complete a Bidders Opportunity List within three business days of bid submission with an approved DBE Affirmative Action Plan on file with the FDOT Equal Opportunity Office.
