About this file
This is a Procurement Certification for Disclosure of Lobbying Activities issued by the State of Florida Department of Transportation for federal-aid contracts, applicable to the City of Fort Myers' Surveying and Mapping Services Continuing Contract solicitation. The certification requires prospective participants to attest that no federal appropriated funds have been or will be paid to influence federal agency officers, Members of Congress, or congressional staff in connection with the awarding of the federal contract. The City of Fort Myers solicited professional qualifications from surveying and mapping consultants on October 2, 2025, to establish a three-year continuing contract with two optional one-year renewals for as-needed services including field topographic and boundary surveys, aerial surveys, GIS surveys, GPS surveys, map creation, legal descriptions, easement documents, and public records research. Questions were due by October 17, 2025, with proposals required by November 3, 2025, at 2:00 pm. A selection committee will evaluate submissions and potentially conduct interviews, with City Council approval proposed for December 1, 2025. Consultants must have been in business for at least three consecutive years and hold necessary Florida licenses.
Compensation will be calculated on a not-to-exceed basis based on actual hours worked by professional personnel at predetermined hourly rates plus reimbursable expenses, with no guaranteed minimum quantity of work. The City reserves the right to award multiple contracts. The procurement includes provisions for local and minority business enterprise preferences under Florida's race-neutral Disadvantaged Business Enterprise program with a 10.54% DBE goal, though DBE participation is encouraged but not mandatory. Consultants must provide comprehensive insurance coverage including professional liability, environmental/pollution liability, and workers' compensation with specified minimum amounts. Contractors must comply with federal and state regulations including E-Verify requirements, non-discrimination policies, and lobbying activity disclosures. Any person failing to file required certifications is subject to civil penalties ranging from $10,000 to $100,000 for each failure.
