About this file

The document is a Florida Department of Transportation (FDOT) Affidavit Regarding Labor and Services, effective July 1, 2024, related to a City of Fort Myers service line field investigation and meter box maintenance contract. The project involves comprehensive field investigations for 371 service connections, requiring contractors to identify potential lead service lines, perform meter box cleanouts, and document infrastructure conditions using specific testing methods such as scratch tests, magnet tests, and lead swab tests. The solicitation was released on July 7, 2025, with a pre-submittal meeting scheduled for July 22, 2025, and bid submissions due by August 8, 2025, at 2:00 pm through the OpenGov electronic bidding platform. The project requires substantial completion within 90 calendar days and final completion within 120 calendar days from the Notice to Proceed.

The procurement includes significant minority and disadvantaged business participation requirements, with a 5% Minority Business Enterprise (MBE) goal and Disadvantaged Business Enterprise (DBE) involvement mandates. The project is federally funded, triggering Build America, Buy America provisions that require iron, steel, manufactured products, and construction materials to be produced in the United States. Mandatory contractor qualifications include being in business for at least three consecutive years and possessing valid Florida licenses. While a specific contract value was not disclosed, the solicitation requires a 5% bid bond and will be awarded to the lowest responsible bidder. The contract involves collaboration with Black & Veatch and adheres to comprehensive federal regulations, including FHWA-1273 standards covering nondiscrimination, labor standards, wage requirements, and ethical conduct provisions.
