About this file
This document is an Amendment to Solicitation (Amendment No. 03) for a Tunnel Transfer Line Fabrication project issued by Fermi National Accelerator Laboratory (FNAL). The solicitation (RFP# 370471-DSF) is scheduled to open on September 19, 2025, with key details addressed through a comprehensive Questions and Answers section. The amendment provides clarifications on technical specifications, including copper grade requirements (C101), liquid level probe assembly provisions, material sourcing expectations, and fabrication scope limitations. Critical technical details include a maximum leak rate of 7.5 X 10-10 Torr-l/s, oxygen content specifications for welding, and guidance on documentation requirements for manufacturing readiness review (MRR).
The amendment addresses nine specific vendor questions covering technical aspects such as material specifications, drawing interpretations, component sourcing, and shipping requirements. Notable clarifications include FNAL's commitment to providing certain probe assemblies, confirmation that sellers are not required to modify female bayonets or cryogenic valves, and specification that ISPM-15 compliant crates are not mandatory for domestic US shipments. The document is signed by Seth Fryar, Procurement Specialist at FNAL, and indicates that all other terms and conditions remain unchanged from the original solicitation.

AMENDMENT TO SOLICITATION
AMENDMENT NO.
DATE OF AMENDMENT:
August 28, 2025
SOLICITATION NO.
RFP# 370471-DSF
DATE ISSUED:
July 31, 2025
PROJECT NO.
N/A
OPENING DATE:
September 19, 2025
TITLE OF PROJECT: Tunnel Transfer Line Fabrication
Bidders must acknowledge this Addendum prior to the hour and date set forth in the solicitation as indicated in the RFP, Section 6.
If by virtue of this Addendum you desire to change a bid already submitted, such change may be made by telegram or letter, provided such telegram or letter makes reference to the Solicitation and this Amendment and is received prior to the time set for opening.
The above reference Solicitation is amended as follows:
The following responses are provided to questions submitted during the Question-and-Answer period to all potential offers:
QUESTIONS AND ANSWERS:
1. Per the drawings, some components are made of OXYGEN FREE COPPER and OXYGEN FREE HIGH
CONDUCTIVITY COPPER- for example: F10246249. Regarding the OXYGEN FREE COPPER, please confirm the copper grade designation. Regarding the OXYGEN FREE HIGH CONDUCTIVITY COPPER, I would like to confirm the copper grade designation and its RRR (Residual Resistance Ratio) value.
ANSWER: The grade for all copper parts shall be C101. While RRR is not a requirement, it is recommended to use
RRR > 50.
2. Table 4-3 of the SOW Lists the drawings that are provided for reference only but “out of the fabrication scope” by the subcontractor. Drawing F10242151 is provided in the drawing package that shows the assembly and many associated parts of the liquid level probe mounting hardware but is not listed in table 4-3. Does FNAL intend to provide all of the parts of the LL probe assembly as shown on assembly F10242151? Or will FNAL provide the probe only and expect the subcontractor to provide all of the mounting tubes and plate as shown on assembly F10242151?
ANSWER: Please see Section 6.12 of the SoW. FNAL will provide the LL probe assembly F10242151.
3. In accordance with Table 4.2 of the SOW, FNAL will supply all the Female Bayonets and Cryogenic Valves.
However, the drawing package includes several drawings of detailed machined parts of these valves and bayonets.
Are these drawings included just for reference or are there modifications to be completed by the seller to these items?
ANSWER: Seller is not required to make modifications to female bayonets or cryogenic valves. The drawings are provided for reference.
4. There are several items that have FERMI part numbers but do not have a complete description required for sourcing.
An example of this is item 9 on drawing F10239379. The description is simply Bellows, Test End Flange FERMI P/N FC0137575. We do not have drawings that start with “FC”. What is the FERMI expectation from the seller to handle materials that do not have descriptions that can be sourced?
ANSWER: For details specific to item 9 (bellows) on F10239379, please see paragraph 6.14.1 Test and Transport Caps. These bellows are needed only for a cold test during factory acceptance. They shall be cut off and replaced with rigid pipe spools prior to transport to FNAL. For Bellow FC0137575 – Overall length – 13.38”, 3” OD Tube on both ends of convolutions, Convolutions shall be able to handle pipe thermal contraction of at least 1.5”, material of construction – 304 SS / 316 SS. In general, FNAL parts starting with FC are common parts such as standard pipes, fasteners, etc. – these do not have drawings. For sourcing, all requirements related to material compliance stated in Sections 4.2 and 6.1 and material certifications stated in Section 11 shall be followed.
5. The SOW says max. leak rate of 7.5 X 10-10 Torr-l/s, drawings say 10-9 Torr-l/s. Which governs?
ANSWER: 7.5 X 10-10 Torr-l/s
6. Drawings state max. permissible O2 content of weld Ar backing gas is 0.1%. Is it required to provide certification for the weld backing gas as meeting this requirement?
ANSWER: No, the certification is not a requirement.
7. Drawing state that WPS’s, PQR’s and WPQ’s are required with each piece of equipment at delivery. These will have been already submitted and approved in the MRR (manufacturing readiness review). We should ask if this shipping documentation requirement can be eliminated as redundant.
ANSWER: As long as all documents are submitted and approved at MRR, duplicate copies will not be needed with each delivery.
8. We can’t find a top assembly for the Turnaround Can Warm Manifold. Please ask if there is one and if so, to please provide it.
ANSWER: This will be provided shortly
9. Are ISPM-15 compliant crates required for domestically originated US shipments?
ANSWER: No. However, the crates shall follow all the other requirements stated in the Statement of Work.
All other terms and conditions remain unchanged.
