About this file

This document is an Amendment/Modification of Solicitation (SF 30 form) for federal contract solicitation 36S79726Q0005, issued by the Department of Veterans Affairs National Acquisition Center (NAC) on March 4, 2026. The amendment provides clarifications and responses to contractor questions regarding the flooring replacement project at the Hines Information Technology Center (HITC) in Hines, Illinois.

The solicitation requires installation of approximately 6,357 square feet of commercial-grade epoxy flooring, 6,700 square feet of commercial-grade vinyl composite tile (VCT) or luxury vinyl tile/planking (LVT), and approximately 1,750 linear feet of four-inch commercial-grade rubber cove base molding across 13,200 total square feet at the facility. Key clarifications include: LVT is specified for foyer areas only with VCT covering remaining non-epoxy areas; epoxy flooring must be a durable commercial-grade system capable of withstanding heavy equipment such as pallet jacks and forklifts in areas where equipment and pallets will be moved; base molding should be standard four-inch commercial-grade rubber cove base without specific manufacturer requirements; all materials must meet slip-resistant safety requirements; and drywall repairs behind base installation areas will be handled by government internal staff with contractor coordination. The contractor must meet CSI specifications for all resinous flooring systems specified in the project documentation. A mandatory site visit was scheduled for February 26, 2026, at 9:00 AM CST, requiring contractor registration by February 24, 2026.

1. LVT/VCT Flooring The scope references installation of “LVT and/or VCT.”

Could you please confirm whether the Government intends to specify LVT, VCT, or if either is acceptable? If a specific product is required, please advise on the manufacturer, product line, and any performance specifications.

The LVT is specified for the foyer area only and VCT is the remainder of the areas that are not epoxy.

1. Epoxy Flooring Is there a specific commercial epoxy system required (e.g., thickness, broadcast system, moisture mitigation requirement, manufacturer, or performance standard)? The type of epoxy system significantly impacts material and installation pricing, so clarification would be appreciated.

The epoxy system will be in the areas where equipment and pallets will be moved with heavy equipment. The system will need to be durable enough to handle these things such as pallet jacks and fork lifts.

1. Base Molding A. Please confirm whether the required base is 4-inch rubber cove base, and if there are any specific manufacturer or color requirements.

Yes, the base should be the standard four inch and commercial grade, the manufacturer is not relevant as long as the material meets commercial specs.

B. During the site visit, areas of wall surface behind the proposed base installation appeared to be heavily damaged. Please confirm whether wall repair or replacement of plastic wainscoting in those areas is included within the flooring contractor’s scope, or if such work would be addressed separately or handled via change order if encountered.

We will make the dry wall repairs using internal staff and coordinate with the flooring installation.

1. There appears to be 5 different types of floor being called out:

RES-2 Epoxy Base Vinyl Chip Broadcast 096723.20 RES-3 Resinous Mortar Decorative Flooring 096723.30 RES-4 Resinous Poured In-Place 096723.40 RES-5 Resinous Terrazzo Flooring 096723.50 RES-6A & RES-6B Resinous Urethane & Epoxy Mortar 096723.60 APF has a resinous system to meet all the Section specifications for performance and aesthetic look. clarify the products to be used and plan location?

These are from CSI specs that the contractor must meet the requirements, the type of epoxy used is the commercial grade addressed in the second question.

1. Could you please clarify whether standard VCT meets the project specifications, or if a premium slip-retardant safety zone VCT is required? PWS states the materials shall be slip resistant for safety reasons in the scope of work.
