About this file

This document contains a pre-solicitation notice for architectural and engineering services. The Veterans Health Administration seeks sources to design infrastructure upgrades at the Battle Creek VA Medical Center in Battle Creek, Michigan. Key scope includes electrical, HVAC, IT, communications, and security systems. Firms must submit SF-330 qualifications by November 16, 2020. A two-phase evaluation will initially shortlist three firms based on SF-330 responses, then invite written responses evaluating management approach and project challenges. The projected $21.9M contract award is a 100% SDVOSB set-aside, with a period of performance of 198 calendar days for design completion.

TECHNICAL QUESTIONS

AND RESPONSE TRACKING SHEET

RFI CONTRACTOR QUESTIONS VA RESPONSES TO QUESTIONS

B1 Can a SDVOSB General Contractor teamed with an A/E firm submit for this opportunity?

This project is a design project; the prime firm must be an SDVOSB under the assigned NAICS Code (541330). If submitted as a Joint Venture, the criteria for a Joint Venture outlined in the solicitation must be met.

B2 Will the Gov. accept PPQ forms previously filled out under other solicitations? That way we don’t have to ask our CO’s to fill out a second PPQ for a project they’ve already done one for.

PPQs may be submitted that were previously completed. CPARS is an ongoing reporting system, PPQs should be handled to match. Please just ensure the PPQs correspond with the projects submitted in Section F.

B3 Do the projects submitted for Section F need to be completed. Projects in Section F should be either completed work only, or at least 75% through construction

B4 Question under Primary Selection Criteria #3 Capacity.

Provide the available capacity of key disciplines by providing current project workload inclusive of all projects awarded by the VA during the previous 12 months and the full potential value of any current indefinite delivery contracts.

a. Should the list of projects awarded by the VA during the previous 12 months only include those projects still active?

b. Should the value of current indefinite delivery contracts include both VA and private sector clients?

c. Should the value of current indefinite delivery contracts identify the maximum amount that could be awarded that remains on the contract?

a. The AE should show current/active projects and any projects that are highly likely to be active duirng the POP to complete this project if awarded a contract.

b. Yes

c. Yes

B5 Question on the PPQ

On the front page of the PPQ is noted a page limitation of 50.

Please see the following documents (Modification to the Pre-Sol 0001):

*While PPQs are submitted to VHA PCAC via email from the client, all PPQs are included in the fifty (50) page limit for SF 330 submission.

The solicitation indicates 45 page limitation. Please clarifiy.

Page 2 of the Modification provides guidance that the page limitation was increased to fifty (50) pages at the same time the PPQ was provided.

B6 The 45-page limit for SF330 Section 1 states that CPARS and PPQs are included in that count. Evaluation Factor 4 Past Performance states that CPARS data or (failing that) PPQs are to be supplied in Section H for all 6 projects provided in Section F. Are the CPARS evaluations (or PPQs) to be included with our submission, or is a summary of CPARS information required and PPQs to be sent directly to the VA? If it is the former, will you please remove CPARS and PPQs from the page count? The offeror could lose up to 18 pages from Part 1 because each CPARS runs approximately 3 pages.

CPARS, if available, should be provided for the (up to) 6 projects included in Section F. These CPARS reports should be pulled and included in the SF330 submission.

If CPARS is not available, please utilize the PPQ that was provided in the Modification to Pre-Sol 0001 (see link in B5 response above). The PPQ form should be submitted via email to Bailey E. Donato at bailey.donato@va.gov by the POC you have complete the PPQ for your firm.

Both PPQs and CPARS are included in the page limitation of the SF330 Section 1.

Please see the Modification to Pre-Sol 0001 (see link in B5 response above) and note that the page limitation was increased to fifty (50) pages. All required content including CPARS/PPQs will suffificenlty fit in the limitations provided.

B7 Is there a list of key labor categories getting evaluated? This could aid in prioritizing resumes. The description of efforts in the scope of work provides sufficient information to prioritize this list.

B8 Regarding Capacity and the criteria “Provide the available capacity of key disciplines by providing current project workload inclusive of all projects awarded by the VA during the previous 12 months and the full potential value of any current indefinite delivery contracts.”

1. Are you looking for this information from only the Prime offeror, or all teaming partners as well?

1. Prime and all teaming partners.

B9 2. Are you looking for only prime contracts awarded, or any project that we are a subcontractor on?

2. All work should be considered part of a firms workload.

B10 Can you provide insight as to how you would define “Key Disciplines” for this project? I would view this as Electrical, Low Voltage, Mechanical, and Architectural only.

The description of efforts in the scope of work provides sufficient information to prioritize and define Key Disciplines.

B11 On the front cover of the PPQ it states the client will send the PPQ directly to you but the PPQ is part of the page count. If we have one PPQ being sent directly to you do we need to leave our total page count less by three pages since we will not have the PPQ completed? Or should be insert a blank PPQ that you will then replace with the completed one?

Correct. PPQs should be submitted directly to bailey.donato@va.gov by the person who completes the PPQ on your behalf.

*Please account for the additional pages that will be taken up by the PPQs submitted in your SF330 creation.

There is no need to insert a blank PPQ in your submission, please just leave an adequate number of pages remaining for the PPQs you will be having emailed to Bailey Donato.

B12 On the front cover of the PPQ it states the PPQ’s are included in the 50 page limit. In the solicitation on page 7 it notes the page limitation is 45. Please clarify. Thank you

Please refer to B5 above.

B13 Because CPARS are typically 3-4 pages each, can we shrink the 4-pages from each of the CPARS to create 1-page CPARS submission for each project?

Please maintain CPARS as is for ease of review as well as documentation of full reports. The fifty (50) page limitation is sufficient to provide all requested material with the inclusion of full CPARS reviews or supplemental PPQs should CPARS be unavailable.
