Sheet AI301 Note “H” says the exam lights are to be Bergholt Chromophare F300 or equal and that the contractor is to “coordinate” installation with the manufacturer. Note “G” on the same page also says we are to “coordinate” the installation with the manufacturer. Sheet AI302 “equipment and furniture schedule” item 2 & 2A says the exam light and operating boom light are VA furnished and installed by the “contractor.”

0. Based upon the note on sheet AI301, we assume the “contractor” is actually the VA’s equipment “vendor” who is furnishing the lights, and we, as the general contractor, are only required to coordinate the installation of the structural members and install the power for the lights? Please confirm if this interpretation is correct. If it is not correct and we, the general contractor are to install the VA furnished lights physically, please provide a complete copy of the vendor's installation instructions for the lights & booms we are to install?

Per equipment and furniture schedule the VA shall purchase exam lights. The contractor shall coordinate the location of the exam lights with the manufacturer and the reflected ceiling plan. The installation prep for the lights shall be done by the contractor. The exam light vendor shall install the exam lights.

Please note that the exam lights and operating boom light are not shown on the reflective ceiling plan (sheet AE104) nor are they shown on the electrical lighting plan sheet EL104. Currently, the electrical lighting plan does not indicate that we are to provide any electrical power to these exam lights/booms. Please tell us if we are to provide power and if we are, please provide a revised plan that tells us what circuit we are to connect each of them to and if there are any wall switches that need to be installed for them. Will the government provide an overlay to ensure that there is not going to be a conflict?

Contractor shall coordinate the light in the field with ceiling mounted items.

Power for exam lights is shown on the Power Plan EP104 (rather than the lighting plan). Contractor shall provide a junction box and power from the circuit indicated on sheet EP104. Junction boxes shown on sheet EP104 are notated with “CLG. EXAM LT.” Coordinate mounting with Manufacturer recommendations and other disciplines. Switch for control of these lights shall be integral to the unit.

As for the patient lift listed as note “G” on Sheet AI301, sheet AI302 note 18 says the lift are contractor furnished contractor installed. Based upon note “G” on sheet AI301 this appears to be a mistake. Please confirm that the general contractor is only supposed to coordinate the installation of the patient lift, as note “G” says. If we are in fact furnishing and installing the patient lift, please note that the electrical drawings don’t show any power for the patient lifts, and based upon past experience the patient lift will require power. Assuming power is needed regardless of who is installing the lifts, please provide a revised plan that shows the electrical to the lifts.

Per the equipment and furniture schedule, the lifts on this floor shall be purchased and installed by the contractor. The intent of note “G” is to notify the contractor that there will be coordination with the lift manufacturer.

Power for lifts is also shown on sheet EP104. Receptacles for lift power are notated with “LIFT 96”” indicating that they are intended for the lift and shall be mounted at 96” A.F.F. In our experience these are generally battery powered and require only a 120v receptacle to charge.

Specification Section 01 91 00 – General Commissioning Requirements, Part 1.9 states that the VA will appoint the company to act as the Commissioning Agent (CxA) for this project. Will the VA confirm they will hire the CxA for this project and that this will not be a cost to the Contractor?

VA will provide 3rd party commissioning agent. General contractor shall be responsible for facilitating commissioning per specification requirements.

Sheet GI001, Bid Alternates indicates there are two (2) Bid Alternates for this project. RFP, Page 5 of 49 Pricing Schedule depicts one Base Bid Price Line. Will the VA confirm there is only one Base Bid Line Item required for this solicitation, or issue a Revised Pricing Schedule?

Alternate bids have been removed from the contract requirements complete. Please refer to revised 010000 General Requirements Specification.

9/21/18 The statement of requirements below is an addition to our typical and standard VA CQC manager requirements, in that we must have someone on the job site full time for each respective discipline and the person must have a degree, and/or extensive experience. These types of requirements are difficult, if not impossible to achieve and will add tens of thousands of dollars to the project cost, if not more. There is also a Special Inspector specification that almost duplicates this QC matrix, so we would end up having a CQC, and QC specialist, and a Special Inspector. Is the VA expecting the Contractor to include the costs for what certainly appear to be duplicitous quality control personnel? Will the VA consider deleting these costly CQC requirements for this project and only requiring the more standard CQC and Material Testing / Special Inspection requirements, or can the CQC fulfill the role of the QC Specialists, or can the Site Supt. act as the CQC without the addition of the QC Specialists? See the cut and paste excerpt below:

01 45 00 3.4 C. CQC Personnel: In addition to CQC personnel specified elsewhere in the contract, provide as part of the CQC organization specialized personnel to assist in the CQC System Manager for the following areas, as applicable: electrical, mechanical, civil, structural, environmental, architectural, materials technician submittals clerk, Commissioning Agent/LEED specialist, and low voltage systems. These individuals or specified technical companies are employees of the prime or subcontractor; be responsible to the CQC System Manager; be physically present at the construction site during work on the specialized personnel’s areas of responsibility; have the necessary education or experience in accordance with the Experience Matrix listed herein. These individuals can perform other duties but need to be allowed sufficient time to perform the specialized personnel’s assigned quality controls duties as described in the CQC Plan. A single person can cover more than one area provided that the single person is qualified to perform QC activities in each designated and that workload allows.

AE does not agree with this assessment.

Clarification of the intent of this section as follows:

The requirement is to have an individual on site during the work of these trades that has either:

1.A degree as described in the Experience Matrix with 2 years of construction experience.

Or

2.A technician with no degree but 5 years’ experience.

While work is being performed on that trade. This individual may perform other duties including installation.

No, separate individual for each

Doors 4040A, 4040B, and 4046 – HW#4: Per details H3/J3 on AE601,

these are Aluminum/Glass “Barn” type doors, listed to have hollow metal frames.

a. Frames type 2 are detail. These frames should be Cased Openings. The Bard Door track is mounted on the outside face of the frames and adjacent walls. Please confirm.

b. Since the doors are Alum/Glass, we suggest the frames should also be Aluminum. Please respond. If frames are to be HM, doors can be Acrovyn Wood. Please respond.

c. HW#4 listed does not match the barn door hardware shown on details H3/J3 on AE601. Please review attached suggested Barn Door Hardware manufactured by KN Crowder, using Trimco Door Pulls.

d. Since there is no jamb for a lockset to engage, cylinder operated flushbolts – Adamsrite 1877, would be needed to lock these doors. Bolts would be thrown into the floor. See Adamsrite catalog cut attached and respond.

Doors and Frames:

Doors 4040A, 4040B and 4046 are detailed in H3 Head Detail at Sliding Door, J3 Jamb Detail at Sliding Door and S3 Sill Detail at Sliding door, with Frame type 2. These details depict a sliding door frame and door assembly mounted on the wall, with “dummy” Hollow Metal frame in the openings that closes off the opening for protection of the opening and consistency of appearance. The sliding door and frame should be aluminum.

The Interstitial space above the improvements will be exposed during the renovations and most of the hospital interstitial areas contain asbestos. Entry into this space requires special training and Personal Protective Equipment as well as decontamination upon exiting the space. Has the interstitial space above this scope of work been abated? Does the V.A. expect full abatement (or just spot abatement?) and new fireproofing of this area included in contractors’ pricing? The scope of demolition of the suspended ceilings will contaminate the entire renovated area with asbestos. No Scope of Work is included in the Solicitation outlining how the situation is to be handled. Will the asbestos containing material be encapsulated and then any contamination on ducts, equipment ceilings, etc… require clean-up and testing?.
The interstitial space has not been fully abated.
