GROUNDS GENERAL REQUIREMENTS
A. Pruning and trimming shall be performed at the proper time as required by the plant species.
Dead or damaged branches will be removed. Dead or damaged plants, bushes, flower, and grasses shall be removed. Replacement of dead plants, trees and ornamental grasses shall be quoted and approved by the CO and COR, unless existing plants are under warranty. Warranties would apply to any newly planted trees or shrubs planted at any time during this contract that die inside the standard growers warranty time frame. Such trees or shrubs shall be replaced under this warranty, and the cost of labor for replacement may be billed against the unscheduled maintenance CLIN. Perineal plants shall be used. All dead grass spots shall be repaired as needed. Flower/Plant beds shall be mechanically edged and dressed up once per year. Any weed growth that appears in fences along the parking lots or parameters of the facility shall be cut out and removed. In the event a tree dies, it shall be cut down and stump ground and a replacement tree provided. In general, the contractor should observe plants, trees, and shrubs for disease or death. Problem items shall be quoted for care, removal, or replacement if not under warranty and billed against the unscheduled maintenance CLIN after a proposal has been agreed upon by the government.
A.1 52.243-1 CHANGES—FIXED-PRICE (AUG 2018) ALTERNATE I (APR
1984)
(a) The Contracting Officer may at any time, by written order, and without notice to the sureties, if any, make changes within the general scope of this contract in any one or more of the following:
(1) Description of services to be performed.
(2) Time of performance (i.e., hours of the day, days of the week, etc.).
(3) Place of performance of the services.
(b) If any such change causes an increase or decrease in the cost of, or the time required for, performance of any part of the work under this contract, whether or not changed by the order, the Contracting Officer shall make an equitable adjustment in the contract price, the delivery schedule, or both, and shall modify the contract.
(c) The Contractor must assert its right to an adjustment under this clause within 30 days from the date of receipt of the written order. However, if the Contracting Officer decides that the facts justify it, the Contracting Officer may receive and act upon a proposal submitted before final payment of the contract.
(d) If the Contractor's proposal includes the cost of property made obsolete or excess by the change, the Contracting Officer shall have the right to prescribe the manner of the disposition of the property.
(e) Failure to agree to any adjustment shall be a dispute under the Disputes clause. However, nothing in this clause shall excuse the Contractor from proceeding with the contract as changed.
(End of Clause)
A.2 52.222-35 EQUAL OPPORTUNITY FOR VETERANS (JUN 2020)
(a) Definitions. As used in this clause—

(b) Equal opportunity clause. The Contractor shall abide by the requirements of the equal opportunity clause at 41 CFR 60-300.5(a), as of March 24, 2014. This clause prohibits discrimination against qualified protected veterans, and requires affirmative action by the Contractor to employ and advance in employment qualified protected veterans.
(c) Subcontracts. The Contractor shall insert the terms of this clause in subcontracts valued at or above the threshold specified in FAR 22.1303(a) on the date of subcontract award, unless exempted by rules, regulations, or orders of the Secretary of Labor. (1) The total number of employees in the contractor’s workforce, by job category and hiring location, who are protected veterans (i.e., active duty wartime or campaign badge veterans, Armed Forces service medal veterans, disabled veterans, and recently separated veterans);
(2) The total number of new employees hired during the period covered by the report, and of the total, the number of protected veterans (i.e., active duty wartime or campaign badge veterans, Armed Forces service medal veterans, disabled veterans, and recently separated veterans); and
