Transcutaneous Electrical Nerve Stimulation (TENS) Solicitation 36C79121R0015

Question # RFP Section/Paragraph Number Questions and Answers

1 3.4, page 10 Is there a clinical rationale for the MTR stating "Unit shall include 2 sets of 2 connecting Lead Wires Lead (e.g. 2 connecting Lead Wires Per Set – Total 4)." There is new wireless technology available that provides the same functionality and strength as wired TENS units.

Answer We ask that if a TENS unit uses lead wires that the unit includes 2 sets of 2 connecting lead wires as our patients frequently lose/break the wires. This will not apply to the wireless TENS units

2 3.4, page 11 Is there a clinical rationale for the MTR stating "Serial number to be in battery compartment along with being in a visible location"? Would a unit that just has the serial number on the outside of the device be sufficient or must it be inside the battery compartment as well?

Answer Per Prosthetic (central office)--Not a clinical rational but an administrative rational…there has been complaints if the serial number is only located in the TENS unit itself and within the battery case, then to obtain the serial number staff must open the box, take out the TENS unit, open the battery compartment to find get the serial number and then put everything back in the box. Make no sense for staff to go through all that and be touching the unit (infection control) to get each unit’s serial number.

3 3.4, Page 11 Will electrodes of different shapes (butterfly), that cover the same area range be acceptable, or must they be square or rectangular?

Answer Yes different shapes of electrodes will be acceptable if they cover the same area range.

4 Proposal Submission Instructions, Page 47 Is the Government open to receiving multiple offers from vendors to provide two different TENS options?

Answer E.2 52.212-1 ( e) Page 44 Multiple offers. Offerors are encouraged to submit multiple offers presenting alternative terms and conditions, including alternative line items (provided that the alternative line items are consistent with subpart 4.10 of the Federal Acquisition Regulation), or alternative commercial items for satisfying the requirements of this solicitation. Each offer submitted will be evaluated separately.

5 E.11 52.212-2 When and how will subcontracting plans be evaluated?

Answer Subcontracting Plan does not apply.

6 Factor 3 - Price page 62 para 3 "A price evaluation preference will be given to VetBiz certified SDVOSBs at a 5% factor and VOSBs at a 7% factor. " Is this accurate, that SDVOSB will receive a lower preference?

Answer This information came from the VA site https://www.va.gov/osdbu/library/accomplishments.asp

7 Attachment 2 schedule of supplies 0002A and 0002B both say rectangle/low back. Should 0002A be square low back?

Answer Vendor shall be able to supply 2x2 square, 2x4 rectangle, and hypoallergenic electrodes.
