SECTION B - CONTINUATION OF SF 1449 BLOCKS
B.1 BACKGROUND
Commodities and Services Acquisition Service (CSAS) and the Denver Logistics Center (DLC) has been tasked with the procurement of Auditory Osseointegrated Implants abutments, magnetic plates, sound processors, compatible accessories, and replacement parts (AOI), including training, associated software/hardware, and services as a uniform preferred product aligning with the VA Mission Act to meet the needs of the Veterans. CSAS/DLC strategy is to obtain committed pricing and implement streamlined ordering processes through innovative integration using a combination of CSAS Remote Order Entry System (ROES) and contractors’ commercial system by other Government agencies, as authorized.
B.2 PURPOSE AND OBJECTIVE
The purpose of this Solicitation is to obtain newest AOI technologies including training, associated software/hardware, and services to secure a continuous supply of products to the Department of Veterans Affairs (VA) and potentially other Government agencies’ clinical programs. These items will be purchased and distributed to patients to meet their medical needs.
The objective of the program is to: a) establish a multiple award national contract(s) that will standardize the ordering processes for the entire United States, its territories, and overseas locations for medically prescribed AOI to eligible Veterans and potentially other patients and b) establish favorable pricing by streamlining internal processes and billing practices.
Established Indefinite Delivery Indefinite Quantity (IDIQ) contract(s) will be for twelve-month base period with four-twelve-month option periods and will be used as a primary source by the VA. Other Government agencies may be authorized and able to procure contract line items by placing orders directly utilizing contractors’ commercial system. Option periods will or will not be exercised at the sole discretion of the Government.
B.3 SCOPE
The Solicitation is issued to request proposals for AOI, including training, associated software/hardware, and services. The products purchased under the respective contracts will be used to improve service delivery outcomes for Veterans/patients and reduce waiting times.
The North American Industrial Classification System (NAICS) code for this procurement is 339113 Surgical Appliance and Supplies Manufacturing with a small business size standard of 750 employees. The requirement is being competed on an unrestricted open market basis.
This Solicitation may result in one or more firm-fixed-price (FFP), IDIQ contracts, which will be used as a primary source of supply by the VA and other authorized Government agencies. Contracted items will be ordered from time to time and in such quantities as needed to fulfill agencies’ requirements in accordance with applicable supply procedures.
Offerors may propose on one or more CLIN and sub-CLIN items listed in B.5. below. The Government reserves the right not to make an award on all CLINs and/or sub-CLINs and to determine how many awards be made. More than one award may be made for each CLIN to the offeror(s) whose proposal conforms to this Solicitation and is most advantageous to the Government, price and other factors considered.
For evaluation purposes, the total price offered for each CLINs listed in B.5 (a) will be used to determine the lowest price. The Total Price is the price offered for the base year and all option years combined, as more particularly identified in Section E, below.
Sub-CLINs will be evaluated for price reasonableness and will only be awarded if a corresponding CLIN is awarded.
B.4 CONTRACT USERS
(a) Veterans Health Administration. The contractor shall provide the products listed in B.5, herein, at the prices awarded and under the terms and conditions set forth in the IDIQ contract(s) upon the receipt of a delivery order signed by the Ordering Officer (OO).

Upon the receipt of DO the contractor shall fulfill the order and ship the items to the DLC address listed in B.6 (e) below. Delivery is freight on board (f.o.b.) destination.
