2) See below for admin changes and clarifications to the soliciation and Attachment E.
ALL OTHER TERMS AND CONDITIONS REMAIN UNCHANGED
Miguel Vasquez Contracting Officer The purpose of this amendment is to make the following changes:
1. To clarify on the submission of duplicate workbooks for attachment E
2. To remove language from Attachment E
3. To remove language from Attachment H
4. To clarify that 38 U.S.C. § 8123 is applicable to the Fair Opportunity Language in the solicitation
5. To extend the date of solicitation submission
1. Duplicate Workbooks for Attachment E: VA recognizes that the following language could have been ambiguous and desires to provide further clarity:
The Solicitation warns as follows: “Every PAP device Make and Model listed below that is proposed by a vendor will need to have its own sub-CLIN under the appropriate L Code/CLIN identified in Attachment D Price/Cost Schedule.” (RFP at 58.) The Solicitation allows the offering of additional devices in excess of the allotted slots on the Price Schedule and permits offerors to “duplicate workbooks per Make and/or Model for each CLIN offered as appropriate.” (RFP at 82.) VA recognizes that while the solicitation as written permits offerors to duplicate the Price Schedule generally, it also does not allow offerors to duplicate the unique sub-CLIN identifiers. This was not VA’s intent; instead, VA proposes the following amendments.
VA adds the following language to the RFP: “The worksheets can be duplicated and the sub-CLIN numbers can be reused. VA will differentiate the products based upon the Model/Brand, Make, and Item Description.”
VA removes the restrictions for the number of models that can be offered.
If this had an effect on your offer, please resubmit. If you had already interpreted the solicitation to allow duplication regardless of the sub-CLIN numbering, VA will consider all worksheets that you submitted.
2. To revise and or remove language from Attachment E Price Schedule for CLINs 006 through 009.
A. The strikethrough language below from Attachment E Price Schedule is hereby deleted. The language that is not struck-through remains the same.
CLIN 006 : **Estimated quantity: 5,483,905. Estimated quantities for Facial Interfaces comprise of various models, sizes and features. These estimated quantities are estimates only and are not commitments. Per solicitation a maximum of (8) models may be awarded for CLIN 0006
CLIN 007 : **Estimated quantity: 704,858. Estimated quantities for Facial Interfaces comprise of various models, sizes and features. These estimated quantities are estimates only and are not commitments. Per solicitation a maximum of (8) models may be awarded for CLIN 0007

Please note that in accordance with section E.9 of the solicitation, there may be a maximum of twelve (12) models awarded for each MAKE offered for CLINs 05 thru 09.
3. To revise and or remove language from Section C.9 Electronic Naming Convention and Text File
A. The strikethrough language below from Section C.9 is hereby deleted. The language that is not struck-through remains the same:
Contractors are required to submit their product data to the DLC in a data file (text file) as described in Attachment H “Naming Convention Format and Data Text File”. Text file data shall match the items on the contract award exactly, which includes compliance with the product naming conventions that are also described in Attachment H. Any deviation from the format specified in Attachment H will cause the DLC data import to abort and the contractor will be required to correct and resubmit the file. Contractors are encouraged to submit their data file as soon as possible but shall submit it no later than 30 calendar days after contract award to the DLC Information Resource Management (IRM) Division. Contractors may not use the data file to add or remove products or change prices of any products unless that change has been approved by the Contracting Officer. A new data file is required any time there is a change in products or pricing. (e.g. a new product accepted under the technology refresh provisions of the contract).
4. To revise and or remove language from Attachment H Naming Convention Format and Data Text File
B. The strikethrough language below from Attachment H is hereby deleted. The language that is not struck-through remains the same:
Product naming in a consistent, logical, and predictable manner is essential for VA/DLC supply chain operations. Contractors are required to submit their product data to the DLC in a data file (text file) as described herein. Product names used in the text file data shall match the items on the contract award Price Schedule exactly. See Data Element 4, below and note the 30-character limit includes spaces, i.e. a space counts as a character. Any deviation from the format specified in this attachment will result in failed or incomplete integration of product information with the DLC product catalog, and the contractor will be required to correct and resubmit the file. Contractors are encouraged to submit their data file as soon as possible after contract award, but are required to submit it no later than 30 days after award. Contractors may not use the data file to add or remove products or change prices of any products unless that change has been approved by the Contracting Officer. A new data file is required any time there is a product or price change. (e.g. a new product accepted as a result of the technology refresh provisions of this contract, if applicable).
5. Section B.9 PAP Device/Associated Accessories Selection (Fair Opportunity Process) was revised on amendment 0015. However, the revised language as shown on amendment 0015, was not incorporated into subsequent conformed copies of the solicitation. This amendment is to clarify that 38 U.S.C. § 8123 is applicable to the Fair Opportunity Language in the solicitation as revised in amendment 0015.
6. The Solicitation Response date is extended to December 27, 2019 1:30 PM MST.
