Combined Synopsis Solicitation 36C78627Q0020 – Furniture Tahoma National Cemetery Questions/Responses

This document is a questions and answers file addressing clarifications on a furniture procurement for Tahoma National Cemetery under solicitation 36C78627Q0020. The total small-business set-aside procurement requires delivery and installation of furniture for multiple office spaces within two buildings (Administrative and Honor Guard) within 60 days of contract award, with an estimated award date in the first or second week of December 2026 and building availability on January 11, 2027. The contractor must submit one all-inclusive price under CLIN 0001, supported by an itemized room-by-room breakdown. Key products include workstations with acoustical panels and overhead locking storage units (Rooms 104, 118, 125), executive and administrative office furniture with desks, credenzas, filing cabinets, and bookcases (Rooms 109–115), cantilever chairs with arms (Room 108), and various seating throughout the facility.

Critical specifications include dimensional tolerances of 2–4 inches from specified dimensions unless a dimensional range is provided (which must be matched exactly), mandatory color matching where specified, durable construction with adequate manufacturer warranties, and acoustical panels with NRC rating ≥0.40. The Government will review and approve manufacturer submittals and finishes within 3–5 business days after award. The nonmanufacturer rule does not apply; small-business prime contractors may propose furniture from either small or large manufacturers. All furniture must be domestic end products unless properly identified as foreign in the Buy American Certificate. Installation areas will be ground-level accessible with empty, finished buildings; rooms will be completely empty and ready for installation. The contractor bears responsibility for delivery coordination (communicating schedules to the COR at least 14 business days in advance), unloading (approximately 50–60 feet from the administrative building and 50–75 feet from the Honor Guard building), and off-site overnight storage of uninstalled items. A site visit is scheduled for November 5, 2026, at 10 a.m. PST, with a maximum of two representatives per company permitted to attend at no Government cost.

Combined Synopsis Solicitation 36C78627Q0020

Furniture Tahoma National Cemetery Questions/Responses

1) Room 104 lists six workstations and “Quantity of (6) locking overhead unit per workstation.”

Are these six overhead units total, or six per workstation for 36 total?

Response: A total of 6 locking units for Room 104. One Locking overhead unit per workstation.

2) The SON requires “certified installers.” Which certification or certifying organization is required?

Response: No specific certification or certifying organization is required. Installers must have the experience and equipment necessary to perform the installation properly and meet the SON’s installation requirements.

3) The SON says the buildings will be available January 11, without a year, and also requires completion within 60 days after award. Does this mean January 11, 2027, and how should that availability date be reconciled with the 60-day completion period?

Response: The estimated building construction completion date is January 11, 2027. The 60 days is after award. If the construction completion date is delayed the contract will be modified and coordination between both parties will be communicated.

4) Regarding solicitation, Attachment B (page 1 and 2) is not clear. Can you please update with a clear image of it?

Response: Attachment B has been uploaded to SAM.gov as two separate documents.

5) If items from multiple manufacturers arrive on separate trucks within the same installation week, will that be considered a partial shipment requiring Contracting Officer approval?

Responses: The contractor will be required to complete the project within the time period of the contract. Contractor is responsible for the delivery of all items and installation. The Government must agree to the delivery/installation plan prior to delivery to make sure building is accessible.

6) Will contractors have an opportunity to conduct a site visit or verify room measurements before submitting quotations?

Responses: A Site Visit has been scheduled for November 5, 2026, at 10am (PST) at Tahoma National Cemetery.

7) Section 9 of the Statement of Need permits comparable furniture dimensions under certain conditions. Could you clarify the acceptable dimensional tolerances for proposed furniture and whether commercially available equivalent products may be offered when they meet the required functionality, quality, finish, and performance characteristics?

Responses: The Contractor may propose products with comparable dimensions that vary by 2–4 inches from the specified dimensions.

8) The Statement of Need requires written approval of manufacturer specifications, dimensions, finishes, and materials before ordering furniture.

What is the anticipated review and approval timeframe for these submittals after contract award?

Will the Government provide final finish and color selections before or after award?

Responses: The Government will review and approve submittals and provide final finish and color selections as soon as possible- estimated 3-5 business day after award.

9) The solicitation generally prohibits partial shipments without written approval and requires delivery coordination at least 14 business days in advance.

Would the Government consider approving coordinated deliveries from multiple manufacturers, provided all furniture is installed within the required completion period?

Responses: Yes. The Government will consider approving coordinated deliveries from multiple manufacturers, provided all furniture is installed within the required completion period and the delivery schedule is communicated to the Contracting Officer’s Representative (COR) at least 14 business days in advance.

10) Will all designated rooms be cleared of existing furniture and ready for installation before the contractor begins work, or should removal and relocation of existing furniture be included in our quotation?

Responses: Building will have all rooms available for installation. Room will be completely empty for installation.

11) For the one-hour fire-rated lateral filing cabinet specified for Room 110, is there a particular fire-resistance certification or testing standard that the Government requires as evidence of compliance?

Response: No additional certification required.

12) Given that this procurement is a total small-business set-aside under NAICS 337211, please confirm whether the nonmanufacturer rule applies to this acquisition and whether a class or individual waiver is applicable.

Response: The nonmanufacturer rule does not apply to this procurement. This requirement is under the simplified acquisition threshold.

13) May a qualifying small-business prime contractor propose furniture manufactured by large commercial manufacturers through an authorized distributor?

Response: The qualifying small-business prime contractor may propose furniture manufactured by either a small or large business.

14) Please confirm whether furniture meeting or exceeding the Statement of Need's salient characteristics will be accepted when the proposed manufacturer or model differs from any referenced product. If equivalents are permitted, which dimensions, materials, finishes, and other characteristics are mandatory versus approximate?

Response: Equivalent furniture from a different manufacturer or model may be proposed. The following requirements are mandatory: Dimensions: A 2–4-inch variation from the specified dimensions may be proposed unless a dimensional range is provided in the room specification list. Where a range is listed, the proposed furniture must fall within that range. Colors: Where a color is specified, that color is mandatory. Quality and warranty: Furniture must be durable, well-constructed, and backed by an adequate manufacturer’s warranty.

15) Will the Government provide a consolidated furniture finish and color schedule, including required wood finishes, upholstery colors, laminate colors, and workstation panel fabrics? If not, should offerors use the finishes specified individually in the Statement of Need?

Response: Offerors shall use the materials, finishes, and colors specified for each item in the Statement of Need. Where a material, finish, or color is specified, it is mandatory.

16) Is the contractor responsible for removing or disposing of any existing furniture, or is the removal requirement limited to new furniture packaging, installation debris, and associated materials? Will the Government provide floor plans, room dimensions, doorway and elevator access information, or an opportunity to verify installation conditions before award?

Response: The removal requirement is limited to new furniture packaging, installation debris and associated materials. The Government has provided all available documents and uploaded them to SAM.gov. A site visit has been scheduled to allow vendors to verify installation conditions.

17) If a specific item becomes temporarily unavailable, would the Government consider an approved equivalent or a revised delivery schedule?

Is written authorization for partial deliveries available when necessary to meet the overall installation schedule?

Response: The Government will consider requests for equivalent products if a specified item becomes temporarily unavailable, provided the proposed substitute meets all mandatory requirements of the Statement of Need and receives written approval from the Contracting Officer or the COR, as authorized, before ordering or fabrication.

Partial deliveries or adjustments to the delivery schedule may be considered with prior written approval, provided all furniture is installed within the required completion period. Delivery schedules must be communicated to the COR at least 14 business days in advance.

Approval of a substitute product or partial delivery does not extend the required completion period. Any request to extend that period must be submitted to the Contracting Officer for consideration and written approval.

18) Please confirm that offerors should submit one all-inclusive price under CLIN 0001, supported by a separate itemized room-by-room price breakdown, and that the evaluated price will be the total CLIN 0001 amount.

Response: Yes

19) SON Sections 1(d), 4(c), 6(a), and 9(b); Solicitation Section (iv) — Schedule

The documents refer to 60 days after receipt of order and 60 calendar days after award, while SON Section 1(d) states that the building will be available beginning January 11.

Response: SON Revised: The building is estimated to be available on January 11, 2027, and delivery and installation will be required 60 days after award. The anticipated award date is the first or second week of December 2026. The Government will consider modification based on Government delays.

20) Are commercial furniture dealers eligible to submit a quotation, and are there any restrictions on the manufacturers whose products we may offer?

Could you clarify the country-of-origin requirements under FAR 52.225-3, including any restrictions on furniture manufactured outside the United States?

Response: Contractors must deliver only domestic end products, unless foreign end products were properly identified in the buy America Certificate. The clause enforces the Buy American statute giving preference to domestic end products.

22) SON Section 10(c) states that workstations will use existing wall outlets. Please confirm whether the contractor must provide any powered-panel components, base feeds, or power harnesses needed to serve the Room 104 workstations.

Response: A power cord or harness to operate workstation components of no more than 12 feet long is all that will be required.

23) Schedule. SON 1(d) states the Administration and Honor Guard buildings will be available for furniture delivery and installation beginning January 11. Please confirm this is January 11, 2027, and the anticipated award date. Please also confirm whether the 60-day ARO period includes the Government's review of submittals under SON 9(b), since products cannot be released for manufacture until written approval is received.

Response: January 11, 2026, is an estimated date of building availability. The Government will review and approve submittals and provide final finish and color selections as soon as possible after award- estimated 3-5 business days. The project must be completed within 60 days of contract award.

Approximate dimensions 48” tall by 12 to 16 inches wide.

Would a wardrobe cabinet measuring approximately 66 inches high by 24 inches wide by 24 inches deep be acceptable?

Response: If individual wardrobe cabinets are not feasible as stated above, a wardrobe cabinet would not be supplied. Dimensions: A 2–4-inch variation from the specified dimensions may be proposed unless a dimensional range is provided in the room specification list.

35) Overhead storage dimensions: Section 10(d) requires Room 104's panel-mounted overhead units to be 16–17 inches high overall while providing at least 16 inches of clear internal height.

Could the Government confirm whether the full 16-inch clear internal height is mandatory and whether a slightly taller overhead unit would be acceptable if necessary to achieve that clearance while meeting the remaining salient characteristics?

Where a range is listed, the proposed furniture must fall within that range. Quality and warranty: Furniture must be durable, well-constructed, and backed by an adequate manufacturer’s warranty

36) Room 104 acoustical panel quantity. The SON (Room 104, item a) lists six (6) 60" W x 72" H high surround acoustical panels for six (6) L-shaped workstations. A complete surround for six 60" x 48" L-shaped workstations, as shown in Attachment B, typically requires more panels plus connectors and end supports. Please confirm whether six (6) panels is the total quantity required for Room 104, or whether the contractor should provide the number of panels needed for a complete, stable surround configuration. Please also confirm whether the eighteen (18) total panels in Section 10(b) is a firm quantity.

Response: Rooms 104 and 125 should have the same requirements: the contractor should supply the appropriate number of panels for a complete stable surround configuration. Both spaces will have three workstations on each side of a large open rectangular space.

Room 118 should have no more than 6 panels to provide separation between employees and provide a reasonable amount of acoustical suppression to perform work uninterrupted by coworker.

37) Overhead storage unit height. Section 10(d) requires Room 104 overhead units to be 16–17" H overall with a minimum 16" clear internal height. Room 104, item d, lists 13–17" H. Please confirm which requirement governs. Please also confirm whether the Section 10(d) requirements (lock, 32" W x 16" H minimum clear interior) also apply to the Room 125 flip-up storage cabinets (Room 125, item b, listed at 13–17" H).

The overhead storage unit should be split, one side has a locking door flip-up/down and the other side is open bookshelf. Dimensions should be flexible as long as it fits on the panel wall above the desk.

38) Finishes are specified for Rooms 110 and 109 and for certain seating, but not for most remaining items. Please confirm that quoters may price the manufacturer's standard finishes, with the final selection made by the CO/COR during the submittal process under SON 9(b) and 9(g). Please also state whether a single coordinated finish is expected across the remaining case goods.

Response: Walls are primarily white; some have a green accent wall. Contractor should consider this when providing finish and material information/suggestions, color samples or swatches.

Final products shall reasonably match the specified material color or finish selected by the

CO/COR.

39) Room 129, item c, lists 17" H x 20" W x 19.25" D. Please confirm that 17" refers to seat height rather than overall height.

Response: 17” refers to seat height. (floor to seat)

40) Several items lack complete dimensions, including the Room 125 mobile pedestals (item c), the Room 109 storage credenza height (item b), and the Room 111 and 115 storage hutch heights.

Please confirm that quoters may propose manufacturer-standard sizes that are compatible with the specified desks and meet the functional requirements, consistent with SON 9(c) and 9(d).

Response: Pedestal is a 3 drawer cabinet with one file drawer and two utility drawers, approximate dimensions: Height 26 inches, Width 16 inches and Depth 22 inches. ), Unit should have dual doors with center divider and the option to have hanger rod on each side and also have multi position shelving options 12 inches up from bottom and 12 inches from the top on both sides with equally spaced options no more than 6 inches apart between the top and bottom to allow for user to set up per their preference.

This is a one row closable book shelve that sits on the credenza, supported at each end with a closable storage, standard manufacturer sizes/dimensions are preferred

41) Acoustical panels, NRC ≥ 0.40 (SON 10(b)). What form of manufacturer documentation will you accept to establish NRC 0.40 or better — a published product data sheet, a laboratory test report, or a dealer letter on manufacturer letterhead? Our panel candidates do not publish an NRC rating in their retail listings.

Response: A manufacturer letterhead is acceptable.

42) Configuration deviations under LPTA technical acceptability. SON 9(c) makes dimensions approximate, but several configurations differ from the SON text. Please confirm whether the following will be found technically acceptable as quoted, or must be matched exactly:

- Line 10 desks (depth and center-drawer configuration)

- Line 15 desks (drawer count)

- Line 22 workstations (only the return height-adjusts)

- Line 12 pedestals (letter-size file drawer vs. the legal + utility drawers described)

Response: A 2–4-inch variation from the specified dimensions may be proposed unless a dimensional range is provided in the room specification list. Where a range is listed, the proposed furniture must fall within that range.

43) Maple finishes. Please confirm the expected finish for Lines 1–3 (Hooker, HON 10500, and Office Star Sonoma items) — is a natural/dark maple finish acceptable where the manufacturer's maple suffix differs, and is a locking configuration required on all three?

Response: Final products shall reasonably match the specified material color or finish specified in the room requirements and approved by the CO/COR.

Is a locking configuration required on all three? Yes.

44) The solicitation requires photographs of all items.

Are manufacturer/dealer product photo sheets bound into the submitted PDF acceptable, or are photographs of the actual units to be delivered required?

Response: PDF photos acceptable if they are identical to the item that will be delivered.

45) Height-adjustable L-shaped desks — SON §10, Rooms 109, 111, 115 and 104: Must the entire L-shaped worksurface, including the return, adjust in height, or is a height-adjustable main surface with a fixed-height return acceptable? Our design team recommends a fixed-height return where a box/box/file pedestal is required underneath, subject to the Government’s functional requirements.

Response: height-adjustable main surface with a fixed-height return acceptable.

46) Credenza and hutch configuration — SON §10, Rooms 111 and 115: Please confirm whether the separate 72″ W × 15″ D storage hutch is intended to mount above the credenza, and whether the “low wall cabinet” is an integrated part of the credenza or an additional component. Room 115 contains similar language; please confirm whether the same arrangement applies.

Response: Credenza and Hutch must be secured onto each other.

47) Room 104 overhead-storage dimensions — SON §10(d) and Room 104 item (d): Section 10(d) requires 16–17 inches overall height and at least 16 inches clear internal height, while the room-specific list permits 13–17 inches overall height. Which dimensions govern? Please also confirm that 16 inches of clear internal height is mandatory.

Response: 16 to 17 inches.

48) Acoustic panels and overhead support — SON §10, Rooms 118, 104 and 125: Please confirm the intended panel arrangement for each room, including how the six panels in Rooms 104 and 125 are intended to support six overhead-storage units per room. May contractors propose the panel configuration and necessary support components, provided quantities, stability, privacy and functional requirements are satisfied?

Response: Panels are intended to separate employees. 6 panels for each room.

49) Finishes — SON §9(g): For items without specified colors or finishes, may quoters propose coordinated manufacturer-standard finishes for post-award approval? Please identify any required finish selections or matching requirements that must be included in the initial quotation.

Response: Where a color is specified, that color is mandatory. Building walls are primarily white; some have a green accent wall. Contractors should consider this when providing finish and material information/suggestions, color samples or swatches. Final products shall reasonably match the specified material color or finish selected by the CO/COR.

50) Installation sequence — SON §§4(j) and 6(f)–(g): Please confirm that quoters may base pricing and staffing on one coordinated installation covering all rooms, with Monday or Tuesday delivery and occupancy-ready completion by the following Monday, rather than separate phases or mobilizations.

Response: The contractor must coordinate with the COR for the delivery and installation of all items and must complete the project within the 60 days of contract award. The SON section 6 (f-

g) indicate the preferred delivery and installation schedule.

51) Unloading and access — SON §6©: Please confirm loading-dock availability, truck-size restrictions, required contractor unloading equipment, and approximate carry distances for both buildings. Is a separate unloading location available at the Honor Guard Building?

Response: The truck offload site will be near the rear entrance of the administrative building.

Approximately 50-60ft. The truck offload site will be near the front honor guard building.

Approximately 50-75ft.

52) Delivery routes and room readiness: Please confirm whether all installation areas are accessible through ground-level, stair-free routes, and identify any restrictive doorways, thresholds or corridors. Will rooms and delivery routes be clear of existing furniture, occupants and construction activities, with finished floors, before delivery?

Response: All installation areas will be accessible through ground level. No stairs. Empty brand-new building.

53) Staging and overnight storage — SON §§6(h) and 8(e)–(f): The SON states that no staging area will be provided but requires unfinished items to be secured overnight. May products be placed temporarily in their assigned rooms, and is secure overnight indoor storage available, or must contractors provide off-site overnight storage?

Response: The contractor is responsible for the storage of products and contractor’s material/equipment during the installation. The contractor must request prior approval of storage by the COR. The Government is not responsible for the contractor equipment/materials. The administration building will be secured overnight. However, contractors must provide off-site storage for uninstalled furniture, if required.

54) Existing-furniture removal — SON §2(d): Please confirm whether removal or disposal of any existing furniture is required. If so, please provide the item quantities, descriptions and locations.

Response: There will be no existing furniture in the buildings for contractors to remove or dispose.

55) Site restrictions and verification: Please identify any funeral-related work stoppages, noise restrictions, personnel-access requirements or delivery restrictions beyond the stated working hours. Is a pre-bid site visit available, or can photographs and delivery-route information be provided?

Response: See SON attachment A-Dignity Clause. Contractor will be required to coordinate with cemetery representative for the delivery and access to building prior to installation. A Site Visit has been scheduled for November 5, 2026, at 10am (PST). All available documents have been uploaded to SAM.gov.

56) Site Visit Representation-Would the VA permit a representative from our prospective furniture supplier or installation subcontractor to attend the November 5, 2026, site visit on behalf of the prime contractor?

Response: Due to limited space only two representatives per company may attend the site visit.

57) Site Visit Fees- Does the VA charge any registration or attendance fees for the scheduled site visit?

Response: The VA does not charge any registration fee, and the contractor is responsible for their transportation cost. The Government will not pay any costs associated with the site visit.

58. Room 108 – Cantilever Chair Specifications- The Statement of Need specifies 10 cantilever chairs with arms, approximately 23"W × 23"D × 39"H, for Room 108.

Would a sled-base chair that otherwise meets the specified dimensions and functional requirements be considered technically acceptable, or does the VA specifically require a cantilever-style frame?

Response: Cantilever-style frame

Could you please confirm whether the specified 39-inch height refers to the overall chair height or the seat height?

Response: The specified 39-inch is the overall height.
