About this file
This is Amendment 0003 to a Request for Quotes (RFQ) for septic pumping and inspection services at Tahoma National Cemetery in Kent, Washington. The amendment extends the quote deadline from 04/02/2026 to 05/06/2026 at 12:00 p.m. America/Chicago time, publishes answers to vendor questions, and revises the performance statement.
The Statement of Work requires a one-year firm-fixed-price contract with a possible one-year option to provide septic tank pumping and inspection services for three existing septic tanks (1,750 gallons at Site A, 1,750 gallons at Site B, and 1,000 gallons at Site C). The contractor must pump the 1,750-gallon tanks at Sites A and B semi-annually (3-7 business days prior to Memorial Day and Veterans Day with 10 working days' notice), pump the 1,000-gallon tank at Site C every other month on the first Wednesday with 10 working days' written notice, and perform annual inspections during Memorial Day pumping services. Services include removal and disposal of all effluent and waste, cleanup of spilled materials, visual tank inspections documenting condition and accessibility, evidence of structural damage or leaks, inlet/outlet baffle conditions, and signs of improper operation. The contractor must measure and document volumes using calibrated equipment, prevent over-pumping beyond tank capacity, submit complete service documentation within five business days, test septic tank alarm systems during annual inspections, and provide disposal facility receipts. All work must comply with federal, state, and local regulations, OSHA standards including confined space entry procedures, and be performed during normal business hours Monday through Friday, 8:00 a.m. to 4:00 p.m., accompanied by the Contracting Officer Representative or designated cemetery personnel. The contractor must be properly licensed and certified with all required state and local septic hauler licenses and permits, valid commercial driver's licenses, and documented employee training in confined space hazards, spill prevention, and traffic control. The Quality Assurance Surveillance Plan establishes 100% acceptance quality levels for proper licensing, authorized personnel only, pumping limited to tank capacity, volume measurement and documentation, inspection performance, environmental protection, site restoration, disposal compliance, timely report submission, and invoice accuracy.

36C78626Q50127 0003
1. Will water be provided by the government?
Answer: Cemetery does not supply water and there is no water hookups close to use.
2. Is there a historical disposal facility being used for this contract?
Answer: Unknown. The last contractor did not disclose a disposal facility.
3. Regarding the Tahoma National Cemetery septic contract (Notice ID 36C78626Q50127), I noticed that pre-approval is required before bringing on a subcontractor. Would it be possible to obtain that approval?
Answer: See the revised performance work statement, specifically subparagraph 5.1.
4. Could you confirm if the alarms to be tested are located on the pump tanks or the septic tanks?
Answer: Overflow alarms are located in the pump tanks at site A and B. As site C is just a holding tank, it’s located in the holding tank.
5. In the event an alarm is triggered or a pump failure is detected during inspection, what is the government's expected response protocol? Who is responsible for the actual repair or replacement of mechanical pump components?
Answer: This is a service contract. Repairs fall under construction. Therefore, any repairs or work that needs to be done will be done by the government, or on a separate contract that would go through the normal solicitation process. There by eliminating the chance of the servicing contractor trying to make work for itself.
6. Many systems of this type utilize baffle screens that require cleaning every six months to ensure proper flow. Does the current scope of work for the annual inspection or bi-monthly service include the cleaning and maintenance of these baffle screens?
Answer: no.
