The government thanks industry for continued feedback. To address proposed concerns see below.

The application rate for grass seed is specified because turfgrass establishment requires a biologically appropriate seeding density to achieve germination and stand uniformity. This is an agronomic constant that is not dependent on manufacturer formulation.

In contrast, fertilizer and fertilizer/pre-emergent products containing dithiopyr are applied in accordance with the manufacturer’s labeled rate. Application rates for such products vary based on formulation (e.g., 0.10%–0.25% dithiopyr), and specifying a fixed lbs./1,000 sq. ft. rate would limit the Government’s ability to consider commercially available products and could result in application outside labeled use requirements.

Accordingly, coverage estimates are based on manufacturer-labeled application rates appropriate to the proposed product.

The estimated annual quantity of 742 bags represents a planning estimate for JBNC seasonal turf maintenance and is not intended to establish or imply a fixed application rate. Actual coverage will vary based on the manufacturer-labeled application rate of the proposed product.

Offerors are expected to propose products applied in accordance with manufacturer labeling to achieve effective turf fertilization and pre-emergent weed control.

This Sources Sought does not prescribe a specific lbs/1,000 sq. ft. application rate for fertilizer or fertilizer/pre-emergent products, as such rates vary by formulation and are governed by product labeling requirements.
