The current incumbent is Byrd Enterprises Unlimited, Inc., operating under contract 36C78621D0082 with a total value of $622,779.96. The cemetery comprises approximately 96 total acres with no igloos, bunkers, or artificial turf. Key service requirements include: headstone trimming and cleaning for 18,719 headstones (increasing approximately 600 annually); mulch installation averaging 270 cubic yards annually of dyed dark brown recycled pallet mulch (supplied by government); irrigated acreage of approximately 15 acres; and applications of pesticides, herbicides, fertilizer, and seed blanket across all 96 acres. The contractor is responsible for leaf removal (with mulching allowed pending conditions), tree maintenance (limbs maximum 3" diameter, trunk maximum 18" diameter), sunken grave repairs using contractor-supplied sod, seed, and mulch, and blowing roads and sidewalks daily at opening and close of business. Manual watering applies only to establishing newly laid sod. The contractor receives an approximately 1,050 square foot barn for equipment and material storage. Non-emergency irrigation repairs require completion within 5 days during duty hours unless authorized otherwise. Materials must be delivered in specified quantities: topsoil 10-20 cubic yards and fine crushed rock 10-20 tons per delivery. The contractor maintains minimum staffing of four personnel onsite unless approved otherwise by the Contracting Officer's Representative (COR). Cemetery staff perform mowing; the contractor is not responsible for removing sod before internments or emptying trash receptacles, though quarterly liner cleaning is required.

Are there any activities in the SOW that apply to new expansion phases before officially being "handed back?" (ie Mulching/trees, trimming/edging, irrigation, etc?)

28. Question: Is Tree maintenance SOW language applicable regardless of height? (Width mentioned but no height min/max)
Yes, limbs have maximum diameter of 3" and maximum trunk diameter 18". Height is irrelevant, as industry standard measures tree diameter and /or diameter breast height (DBH) that more accurately calculates the materiel needed for a removal of a tree. Typically, these are the max diameters that can be handled by grounds maintenance contractor(s). Above these measurements, typically require a tree care company that specializes in removal due to complexity and machinery required to remove trees.
