This is a Solicitation for Commercial Items (SF 1449) for well water testing services at the National Memorial Cemetery of Arizona (NMCA).

The Department of Veterans Affairs, National Cemetery Administration is seeking a contractor to provide monthly water sampling and testing, annual comprehensive panel analysis, and administrative/data maintenance services for the NMCA's public water system (PWS ID: AZ0407459) for a twelve-month base year plus four optional one-year periods (April 1, 2026 through March 31, 2031). The contract is set aside 100 percent for small businesses, including service-disabled veteran-owned small businesses (SDVOSB), with a NAICS code of 541380 and a $19 million size standard. The solicitation was issued February 11, 2026, with offers due February 27, 2026 at 10:00 a.m. CST. This is a firm-fixed-price acquisition evaluated on lowest price technically acceptable (LPTA) basis, considering technical capability subfactors including relevant experience, references, and required certifications (specifically Public Water System Grade 1 Certification from ADEQ). Key deliverables include monthly microbiological and compliance testing per ADEQ standards, annual lead and copper sampling, laboratory-certified results within five business days of collection, chain-of-custody documentation, compliance reporting to AZSDWIS database, and notification of any exceedances within 24 hours. The contractor must use ADEQ-certified laboratories, maintain a designated PWS Grade 1 certified operator, coordinate with the Contracting Officer's Representative (COR), and perform all work during cemetery operating hours (Monday–Friday, 7:00 a.m.–3:30 p.m., excluding federal holidays). The Statement of Work specifies three line items per performance period: monthly sampling and testing (12 occurrences at individual unit prices), one annual comprehensive panel, and 12 monthly data maintenance tasks on the AZSDWIS system. Contracting Officer is Stacey Lewallen (Stacey.Lewallen@va.gov); payment will be made through the NCA-VACO Tungsten network system.

The Government must exercise its post-acceptance rights--

(C) Affected line item or subline item, if applicable; and

(D) Contractor point of contact.

E.2 52.212-2 EVALUATION – COMMERCIAL ITEMS (OCT 2014)

(A) BASIS OF AWARD: This procurement is being conducted pursuant to FAR Part 12 procedures.

The Government intends to award a contract resulting from this solicitation to the responsible offeror who offers the lowest price, whose quoted price is found to be reasonable, and whose quote is found to be technically acceptable when considering the non-price evaluation factors described below. Offerors who fail to meet any technical acceptability evaluation factors below will not be eligible to receive contract award.

Evaluation Factors. Evaluation of offers will be made using procedures under FAR Part 12.203. Offers will be evaluated in accordance with the following factors and sub-factors:

Factor 1: Technical Capability

FACTOR 1 – Technical Capability:

Subfactor 1a: Please provide in two (2) pages or less experience and qualifications for the same or similar services provided with a focus on terms of quality, timeliness, and following compliance.

Subfactor 2b: Please provide one (1) reference you have performed same or similar work for on well water testing that has been performed within the last three (3) years. Name and email of a point of contact shall be provided who is not related to you.

Subfactor 3c: Please provide certifications or licenses required to conduct these services. Example of this is: Public Water System (PWS) Grade 1 certification in accordance with the Arizona Department of Environmental Quality (ADEQ).

(B) EVALUATION PROCESS: Quotes will be evaluated in the following manner. The lowest-priced Quote will be identified. If the quoted price is found to be reasonable, the quote will be evaluated to determine if the quote takes exception with any of the requirements for this procurement specified in the solicitation. If the quote does not take exception with any of the requirements for this procurement, the offeror who

Document Number: 36C78626Q50043 PROCESSED Page 28 of 44 submitted this quote will be determined as the “successful offeror.” The Contracting Officer/technical evaluation team will then determine if the successful offeror is technically acceptable using the technical evaluation factors applicable to this procurement. If contract award cannot be made to the successful offeror, the Contracting Officer will evaluate the next lowest-priced proposal following the procedures described above. This process will continue until a contract award can be made, or the Contracting Officer determines that no contract award can be made. The Government intends to evaluate quotes and award a contract without discussions with offerors. However, the Government reserves the right to conduct discussions at any time if determined by the contracting officer to be in the Government’s interest.

(C)OPTIONS: The Government will evaluate proposals for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that a proposal is unacceptable if the option prices are significantly unbalanced or if the proposed price for the basic requirement or any option exceeds the amount of funding available for any of those requirements.

Evaluation of options shall not obligate the Government to exercise the option(s).
