About this file
This document is an Amendment of Solicitation (Standard Form 30) for National Cemetery Administration with solicitation number 36C78626Q50028, dated 12/05/2025. The amendment contains questions and answers from two vendors regarding a contract for cleaning an oil-water separator (OWS) at a cemetery facility.
Key details include specifications for the 550-gallon OWS tank (3'-6" diameter, 7'-9" long), which is a two-chamber, gravity-based system. The cleaning requirements involve scraping/washing tank sides from the topside, cleaning inlet and outlet pipes, and immediately refilling the tank with clean water after emptying. The cemetery will provide water from an approved connection point at no cost to the contractor. Additional vendor questions covered topics such as equipment access, waste volume estimates, security screening, and documentation requirements. The amendment notes the cemetery plans to purchase new 55-gallon drums to replace existing ones, and there is no incumbent contractor currently working on this requirement.

Questions and Answers
Question from Vendor #1
2. CLIN xxx4- Clean the sand interceptor of the oil/water tank
a. What is the sizes of the referenced inside and outside tanks?
b. Do you have a model number for the units and the baffles?
c. The Task 3 states are they single or Double compartment?
d. How does the facility want the contractor to “Scrape the sides and baffles” can the tanks be entered?
e. Is this an oil water separator or a grease trap?
f. Inlet and outlet pipes cleaned of buildup. Are you referring to hydro jetting?
g. After servicing the unit need to be refilled? Is water onsite to perform this function?
The District has limited information on the oil-water separator (OWS). I’ve attached the drawings we have, which just show the location and capacity/dimensions.
Answers
a. The size of the OWS tank is 550 gallons total. Its dimensions are 3’-6” in diameter, 7’-9” long. There is only the one “outside” OWS (as referenced in Task 2); there is no “inside tank”. Task 4 just provides general guidelines to clean tanks, whether they are inside or outside.
b. We don’t have the model number. We assume it’s a simple two-chamber baffled, gravity-based system without the use of coalescing media.
c. This is a two-chamber tank.
d. The PWS states that the “sides shall be scraped or washed down with water.”
Cleaning operations shall be accomplished from the topside, access from the manholes.
The scope does not intend for the contractor to enter the confirmed space.
e. This is an OWS.
f. The contractor shall propose the best method to clean the inlet and outlet pipes.
That could be hydro-jetting.
g. After emptying the OWS, immediately refill it with clean water to its operating level to ensure proper function in accordance with industry practices. Water is available from a COR-approved connection point to refill, at no cost to the contractor.
Vendor 2 Questions
1. Are the existing drums, tanks, and cabinets in good condition, or will the contractor need to supply new containers or replace damaged ones?
2. Are there any physical access restrictions for vacuum trucks or service vehicles near the oily water separator and sand interceptor?(Height clearance, weight limits, narrow roads, soft ground in rainy seasons.)
3. Will the cemetery provide water for refilling the oil/water separator after cleaning, or must the contractor bring water onsite?
4. Does the cemetery expect any increase in wash bay usage or equipment maintenance that could affect the waste volume estimates?
5. Is emergency spill response or after-hours service ever required, and if so, should this be included in the quote?
6. Does the government require specific formats for disposal manifests, chain-of-custody documents, or waste tracking logs beyond the service ticket described?
7. Is there a designated staging area for equipment or temporary positioning of vacuum trucks during the cleaning and removal process?
8. Do contractors need additional time for security screening or escorts when entering the cemetery, and should this be included in our labor estimate?
9. Is there a current incumbent currently working on this requirement? If so, what is the name of the company?
Answers
1. The cemetery plan on purchasing new 55 gallon drums to replace existing ones, these would be cleaned and pumped out and left onsite.
2. Physical access restrictions that you listed, no however the OWS is in our maintenance yard and is frequently surrounded by vehicles, coordination between the contractor and the cemetery would have to occur to ensure this equipment is placed elsewhere and would not interfere with the OWS operations
3. After emptying the OWS, immediately refill it with clean water to its operating level to ensure proper function in accordance with industry practices. Water is available from a COR-approved connection point to refill, at no cost to the contractor.
4. No we don’t not expect an increase
5. No
6. while there is no designated staffing area as I stated earlier the OWS is directly in our maintenance yard surrounded by equipment, on any given day several pieces of equipment will be moving in and out of this yard, coordination between the contractors and cemetery will be paramount the ensure their is not interruption to operations and place the truck is the most advantageous position possible given this traffic.
7. There is no security measures or escorting needed, the back gate maintenance entrance provided the most direct access to the yard and OWS, this should not add time to labor estimates
8. There is no specific format for disposal manifests. (Under Federal hazardous waste rules, a manifest is not required for universal waste shipments.) For documentation, we require the name and address of the intended receiver/recycler, quantity of each waste type, and date of departure.
9.None under contract in recent history.
1. Can pictures of the area of the oil water separator be taken both inside and outside?
2. Can a picture of the lid of the separator be taken?
3. If the lid can be opened can you take a picture of the inside?
