About this file
This document is an Amendment to a Solicitation for Janitorial Services at Omaha National Cemetery, issued by the Department of Veterans Affairs National Cemetery Administration. The solicitation is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and covers janitorial services from January 1, 2026, through December 31, 2030, with a base year and four optional renewal years. Key details include cleaning 6,886 square feet across three buildings (Admin, Honor Guard, and Maintenance), with specific requirements for personnel attire, utility usage, and service performance. The amendment extends the solicitation closing date to December 19, 2025, at 12:00 CT and provides clarifications on various operational aspects, including utility payment, insurance requirements, weather-related service continuity, and floor maintenance procedures. Contractors must submit quotes via email and can self-perform 100% of the work.

1. Attachment C lists all itemized areas (Admin, Honor Guard, and Maintenance Buildings) summing to 6,886 SF. However, the document's final line lists the "Grand Total" as 3,741 SF. Please confirm that the total cleaning scope for pricing purposes is the itemized total of 6,886 SF, as the SOW requires cleaning all listed buildings under CLIN 0001.
Total of 6,886 SF of areas to be cleaned across the three buildings.
2. SOW Section B.1 requires the Contractor to pay for all utilities (sewer, electric, heat, water, internet, and trash removal) for the assigned space. Since this is an unmetered, fixed-price obligation, please clarify the payment mechanism: Will the Government invoice the Contractor for estimated usage, or should this mandatory cost be estimated and fully incorporated into the proposal price?
All utilities will be paid by the Government as the contractor performs the scope of the contract. There will be no utility usage by the contractor outside of the scope. No personal usage of utilities is authorized, for example: charging of personal or company cell phones, heating of meals, washing personal or company items outside the scope of the contract, using government dumpsters for anything other than government collected trash.
3. The Instructions to Offerors (Volume B) requires insurance cover sheets prescribed by the laws of the State of South Dakota [1], yet the Place of Performance is Omaha, Nebraska [1]. Please confirm that proof of insurance compliant with Nebraska state laws pursuant to FAR 52.228-5 is the required and acceptable submission.
That was a typing error, Proof of Insurance compliant with Nebraska state law.
4. SOW Section B.8 prohibits Contractor personnel from using public restrooms and mandates either providing a portable toilet or using off-site facilities. Please clarify if the Cemetery has specific location restrictions or requirements for the placement, maintenance, or screening of an on-site portable toilet unit, should the Contractor choose that option.
Contractor will be provided a location near the Maintenance building should the contractor choose this option.
5. SOW Section B.8 contains conflicting language, requiring a shirt "buttoned up from neck to waist," but also allowing "Tee shirts [with the] company logo visibly displayed." To confirm compliance, please confirm if a professional, branded polo shirt (collared) is considered acceptable attire.
A clean, neat appearance, and appropriately sized shirt that is either buttoned from neck to waist, tee shirt, or polo style shirt with company logo is considered acceptable attire. Any contractor wearing inappropriate attire that would be considered offensive to cemetery employees or visitors will be asked to leave cemetery property and will be allowed to resume contractual duties after returning dressed in appropriate attire.
6. SOW Section B.7 mentions that inclement weather (other than snow cover) is not an excusable delay. Please confirm the mandatory protocol for continuation of services during government-mandated closures due to extreme weather (e.g., snow blizzard, ice storm, tornado warnings) that would make facility access unsafe or result in a mandatory government closure. If extreme adverse weather (such as a blizzard) prevents the Contractor from safely accessing the site on a scheduled service day, please confirm the expectation for when the missed service must be re-performed and whether the Dignity Clause remains in effect on the re-performance day.
Cemetery closure for weather is only permitted in extreme weather conditions such as when road usage is reduced to emergency personnel only. If the contractor is unable to reach the cemetery safely, please notify cemetery personnel as early as possible. The re-performance of missed services will be conducted on the next business day in conjunction with normal contractor duties.
7. Can these semi-annual stripping and waxing services be performed after normal operating hours, since the process may require a floor machine, wet stripping, drying time, and full access to the floor area?
Semi-annual stripping and floor cleaning will be conducted during normal business hours unless prior arrangements is made with the Cemetery Director. Any performance of contractual work outside of normal business hours will require the presence of a cemetery employee.
8. Submission Instructions Please confirm the preferred submission method (email or portal), file naming conventions, and whether pricing should be submitted as a separate attachment.
Yes, quotes should be submitted by email.
9. For this SDVOSB set-aside, is a subcontractor participation document required even if the prime contractor intends to self-perform 100% of the work?
Self-performing vendor should state 100% self-performance
